The owner or tenant of lands abutting or bordering upon the sidewalks and gutters of the public streets within the borough limits shall remove all ice and snow from the same within 12 hours of daylight after the same shall fall or be formed thereon; and all grass, weeds or growth of any kind or other impediments within three days after notice to remove same.
B.
However, in the event that snow or ice on a sidewalk has become so hard that it cannot be removed without the likelihood of damage to the sidewalk, the person or entity charged with its removal shall, within the time mentioned in Subsection A hereof, cause enough sand or other abrasive to be put on the sidewalk to make travel thereon reasonably safe and shall then, as soon thereafter as weather permits, cause said sidewalk to be thoroughly cleaned.
