There is hereby established in the Borough of Fort Lee, County of Bergen and State of New Jersey, a Film Commission.

The Film Commission shall consist of eight voting members as follows: the Director of the Office of Cultural and Heritage Affairs; a Borough Council Member to be appointed by the Council for a one-year term; and six members to be nominated by the Mayor and appointed by the Council for two-year terms, of whom at least two members shall be Fort Lee residents, of whom at least two members shall be scholars and/or persons with professional film acumen, which two scholars need not be residents of the Borough of Fort Lee, and of whom one member who need not be a resident of the Borough of Fort Lee, scholar or a person with professional film acumen. All members of the Film Commission shall serve without compensation.

A. 
All appointments, except for the Council member, shall be for a full term of two years. The Council member shall serve for a one-year term. The Director of the Office of Cultural and Heritage Affairs shall serve during the Director’s tenure in that position.
B. 
The Borough Council shall appoint a Council member to the Film Commission on January 1 of each year, or as soon thereafter as appointments are made. The Council shall fill two vacancies on January 1 of each odd-numbered calendar year, or as soon thereafter as appointments are made. The Council shall fill three vacancies on January 1 of each even-numbered calendar year, or as soon thereafter as appointments are made. Any vacancies occurring by reason of death or by resignation shall be filled for the unexpired term only.
The Commission shall organize annually, within 30 days of January 1, by the election of one of its members as President and one of its members as Secretary.
The Commission shall have the following duties:
A. 
Recommend to the Mayor and Council any and all projects which the Commission has determined to be in the best interests of the borough for the promotion of filmmaking, the promotion of film programming in the public schools, the promotion of the history of Fort Lee, etc.
B. 
Recommend to the Mayor and Council any and all projects which can be accomplished in concert with the Fort Lee Historic Society.
C. 
Recommend to the Mayor and Council the operation of film festivals.
D. 
Recommend to the Mayor and Council means by which funds may be raised toward the Commission's major goal of promoting filmmaking and the history of filmmaking in the Borough of Fort Lee.
E. 
Recommend to the Mayor and Council means by which artifacts and the heritage of Fort Lee filmmaking may be preserved and promoted.
F. 
Make findings upon and recommendations to the Mayor and Council concerning utilizing borough resources to promote filmmaking and the heritage of Fort Lee filmmaking.
G. 
Undertake any and all actions authorized by the Mayor and Council with respect to the promotion of filmmaking, operation of film festivals, raising of funds and preservation of the heritage of Fort Lee filmmaking.
H. 
To meet at least six times each year and forward minutes of its meetings to the Mayor and Council.
I. 
Any and all other and further duties and/or powers that may be delegated by the Mayor and Council.
