The provisions of this chapter imposing a time limit on parking shall not relieve any person of the duty to observe other more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey Statute or as hereinafter provided.
A. 
Upon the declaration of an emergency, there shall be no parking upon streets or sections of streets where temporary EMERGENCY NO PARKING signs are displayed. The Chief of Police or, in his absence, the ranking police officer is authorized to declare an emergency and to direct the posting of EMERGENCY NO PARKING signs when weather conditions, accidents, fire or public celebrations dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic. Notification that EMERGENCY NO PARKING signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.
B. 
Any unoccupied vehicle parked or standing in violation of this section shall be deemed a nuisance and menace to the safe and proper regulations of traffic and any police officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of removal and storage which may result from such removal before regaining possession of the vehicle.
C. 
The effectiveness of this section is contingent upon the signs being erected as required by law.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I, attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule II of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedule II, attached to and made a part of this chapter.
No person shall stop, stand or park a vehicle during specified times upon any of the streets or parts of streets described in Schedule II-A, attached to and made a part of this chapter.
No person shall stop or stand a vehicle between the hours specified in Schedule III of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedule III, attached to and made a part of this chapter.
No person shall stop or stand a vehicle at any time upon any of the streets or parts of streets described in Schedule IV.

In no event may a vehicle remain parked on any public street for a period exceeding 48 hours within the Borough. Vehicles so parked will be deemed a nuisance, and any police officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of removal and storage which may result from such removal before regaining possession of the vehicle.

A. 
No person shall park a vehicle in any area specifically designated and marked for parking by the handicapped, unless said vehicle shall have affixed thereto appropriate identification issued in accordance with law.
B. 
Any person violating the terms of this section shall be subject to a fine not to exceed $100.

A. 
In accordance with N.J.S.A. 40:48-2.46, the following areas described in Schedule XXIII, attached to and made a part of this chapter, shall be designated as handicapped parking spaces for use by persons who have been issued special identification cards by the Division of Motor Vehicles. No other person shall be permitted to park in these spaces, and they shall be so marked by signs indicating the handicapped parking spaces in conformance with the Manual on Uniform Traffic Control Devices for Streets and Highways.
B. 
Any person parking a vehicle in a space reserved for handicapped individuals or a reserved space marked "Wounded Warrior" shall be fined the sum of $250 for the first offense. In the event that the same person violates this section for a second time, or in the event of any subsequent offenses, such person shall be fined $250 plus a maximum of 90 days community service.
A. 
Purpose of section. The Borough of Fort Lee Parking Authority is authorized to prohibit stopping, standing and/or parking of vehicles during certain times and days, subject to the procedures contained within this section, on certain streets and other public areas within the Borough of Fort Lee, for the purpose of street sweeping.
B. 
Designation of street sweeping streets. All streets and public areas within the Borough are subject to designation by the Borough of Fort Lee Parking Authority as street sweeping streets, during certain times and days, whereby the stopping, standing and/or parking of vehicles will be prohibited.
(1) 
Regularly scheduled street cleaning streets.
(a) 
The parking authority shall prepare a list of those streets for which street sweeping will be conducted on a regular basis. i.e., cleaned at least one time per week during the street sweeping season and shall submit said list to the Borough Clerk and the Chief of Police, stating the street, day and times that stopping, standing and/or parking of vehicles will be prohibited, which list shall be maintained permanently on file in the Borough Clerk's office, available for inspection by the public during normal business hours.
(b) 
The parking authority may amend, add or delete streets, as the parking authority believes is necessary in the furtherance of the objectives of this section, subject to delivering to the Borough Clerk for filing a newly dated list, setting forth those streets, days and times for which stopping, standing and/or parking of vehicles will be prohibited.
(2) 
Nonregularly scheduled street cleaning streets. The parking authority shall prepare a weekly list of those streets for which street sweeping will be conducted on a nonregular basis, i.e., cleaned less than one time per week during the street sweeping season. The weekly list shall be submitted to the Borough Clerk and the Chief of Police, stating the work week, streets, days and times that stopping, standing and/or parking of vehicles will be prohibited for street sweeping purposes, which shall be maintained permanently on file in the Borough Clerk' office, available for inspection by the public during normal business hours.
C. 
Posting of prohibited streets, days and times.
(1) 
Regularly scheduled street sweeping streets shall be posted with permanently affixed signs, stating the day(s) and time period that stopping, standing and/or parking of vehicles will be prohibited.
(2) 
Nonregularly scheduled street sweeping streets shall be posted with temporary paper signs, affixed to telephone poles, utility poles and/or street sign channels stating the specific date and time period that stopping, standing and/or parking of vehicles will be prohibited for street sweeping. Said signs shall be posted in sufficient number and no later than 48 hours in advance of the date and time that the parking authority shall conduct street sweeping of the designated street, in order to give the public proper advance notice.
D. 
Days and hours for street sweeping program. The stopping, standing and/or parking of vehicles may be prohibited, for street sweeping, between the hours of 7:00 a.m. and 5:00 p.m. weekdays, excluding holidays, within the Borough.
E. 
Metered spaces and permit parking zones: no exemption from street sweeping regulations. A valid parking permit or the parking of a vehicle at a parking meter and payment of the appropriate parking meter fee shall not exempt a vehicle from parking restrictions or prohibitions established pursuant to the provisions of this section.
F. 
The base penalty for a violation of any portion of this § 388-15 shall be $20. In addition thereto, the fine shall be increased in accordance with the surcharges as set forth in § 388-41.

All street parking spaces within the Borough of Fort Lee shall be at least 18 feet in length. The Parking Authority of the Borough be and is hereby authorized and directed to designate, by yellow paint along the curbside, all portions of thoroughfares that are less than 18 feet in length and that are deemed “no parking zones.” Any person found to have parked in a zone determined to be a no parking zone as the result of the yellow curbing shall be subject to all of the penalties set forth in this chapter.
