§ 388-56 SCHEDULE XII: TAXI STANDS; VIOLATIONS AND PENALTIES.

A. In accordance with the provisions of § 388-25, the following described locations are hereby designated as taxi stands:

(1) Bridge Plaza North (formerly Cross Street). South Side, beginning at the apex of Bridge Plaza North and Lemoine Avenue, continuing 154 feet west to the beginning of the taxi stand, then progressing 120 feet to the end of the taxi stand.

(a) The taxi stand created herein provides sufficient space for the parking of five vehicles for licensed drivers, said licenses issued by the Borough of Fort Lee.

(2) Lemoine Avenue (south of Bridge Plaza South). Easterly side of Lemoine Avenue, starting at the apex of Bridge Plaza South and Lemoine Avenue south of the curb face and continuing 138 feet to the beginning of the taxi stand and then progressing 138 feet to the end of the taxi stand.

(a) The taxi stand created herein provides sufficient space for the parking of six vehicles; one per each license issued by the Borough of Fort Lee.

B. Penalties for violations.

(1) Any person, company or corporation violating the provisions of this § 388-56, Schedule XII, shall, upon conviction thereof, for the first offense pay a fine of $100; for the second offense shall pay a fine of $200; and for the third offense and for any additional offense thereafter shall pay a fine of $300. Any such fine assessed for violation of this § 388-56, Schedule XII, may be recovered in an action of debt.

(2) Any person, company or corporation parking an unauthorized vehicle in a designated taxicab stand and thereby violating the provisions of this § 388-56, Schedule XII, shall, upon conviction thereof, be subject to a fine of $40. Any such fine assessed for violation of this § 388-56, Schedule XII, may be recovered in an action of debt.

In accordance with the provisions of § 388-32, all vehicles shall move as described below:

Linwood Avenue at Main Street. The left lane of the northerly approach of Linwood Avenue shall be for left turns only. The right lane of the northerly approach of Linwood Avenue shall be for right turns only.

Main Street and Anderson Avenue. The left lane of the easterly approach of Main Street shall be for left turn only. The right lane of the easterly approach of Main Street shall be for traffic proceeding west on Main Street only.

Main Street and Anderson Avenue. The right lane of the westerly approach of Main Street shall be for right turns only. The left lane of the westerly approach of Main Street shall be for traffic proceeding east on Main Street only.

Center Avenue between Mohegan Way and Elsmere Place (one way northbound). The right lane proceeding northbound shall be used by all traffic. No traffic will utilize the left lane northbound.

Elsmere Place and Center Avenue. The left lane of the westerly approach of Elsmere Place shall be for left turn onto Center Avenue only. The right lane of the westerly approach of Elsmere Place shall be for traffic proceeding east on Elsmere Place only.

South Marginal and Hudson Terrace (Bigler Street). The right-hand lane of South Marginal Road westerly approach shall be reserved for traffic making right turn only.

Tremont Avenue and Anderson Avenue (Tremont Avenue one way westbound). The left lane proceeding westbound on Tremont Avenue shall be used to make a left turn onto Anderson Avenue southbound. No traffic will utilize the right-hand lane of Tremont Avenue, from the easterly curbline of Anderson Avenue to a point 60 feet to the east.

North Marginal Road at Lemoine Avenue. The right lane of the easterly approach of North Marginal Road shall be reserved for traffic making a right turn.

Anderson Avenue at Elsmere Place. The easterly lane of Anderson Avenue shall be reserved for traffic making a left turn only.

Sixteenth Street at Anderson Avenue. The southerly lane of Sixteenth Street shall be reserved for traffic making right turns only.

Elsmere Place at Center Avenue. The northerly lane of Elsmere Place shall be reserved for traffic making left turns only.

§ 388-66 SCHEDULE XX: TRAFFIC MOVEMENT AND PARKING ON BOARD OF EDUCATION AND MUNICIPAL PROPERTIES.

In accordance with the provisions of § 388-35, vehicle movement and parking on Board of Education and municipal properties will be governed and controlled as follows:

Signs shall be erected and maintained to effect the below designated speed limits as authorized by the D.O.T.L.
a.	Board of Education properties:
	1.	The speed limit on all properties belonging to the Board of Education will be 15 miles per hour.
	2.	Parking will be permitted only in clearly marked spaces.
	3.	The east-west roadway running between Jones Road and Casper Lane will be designated as a one way westbound.
b.	Municipal properties:
	1.	The speed limit on all properties owned by the Borough of Fort Lee will be 15 miles per hour.
	2.	Parking will be permitted only in clearly marked spaces.
	3.	No vehicle shall be parked in any space assigned to any Borough official or agency. All vehicles parked in assigned spaces shall display conspicuous identification.
	4.	No vehicle shall be parked in the Borough Hall parking lot between the hours of 12:00 a.m. and 8:00 a.m. without the express written permission of the Fort Lee Parking Authority.
	5.	No vehicle shall be parked in the Borough Hall parking lot at any time on Saturday, Sunday and holidays without the express written permission of the Fort Lee Parking Authority. [Added 12-18-2014 by Ord. No. 2014-45]
c.	Municipal Parking Lot:
	1.	The speed limit in all Municipal Parking Lots will be 15 miles per hour.
	2.	Access roads.
		(a)	The access road at the southeastern corner of the Municipal Parking Lot, which connects the lot with Lemoine Avenue, shall be one-way westbound.
		(b)	The access road at the southern end of the Municipal Parking Lot, which connects the lot to Main Street shall be one-way.
d.	Fort Lee Public Library Parking Lot. Parking in the Fort Lee Public Library parking lot shall be restricted to persons using the library facilities and/or related permitted activities for up to a period of three hours. The Fort Lee Police Department is hereby authorized to post appropriate signage and to enforce the provisions hereof. The Fort Lee Police Department and/or the Fort Lee Parking Authority shall have the right to issue parking summonses for violation of this section and § 388-35 of this chapter. 	1.	Parking in the Fort Lee Community Center parking shall be restricted to persons using the community center facilities and/or related permitted activities for up to a period of 24 hours. The Fort Lee Police Department is hereby authorized to post appropriate signage and to enforce the provisions hereof. The Fort Lee Police Department and/or the Fort Lee Parking Authority shall have the right to issue parking summonses for violation of this section and § 388-35 of this chapter. Further, the Fort Lee Police Department and/or the Fort Lee Parking Authority shall have the right to tow and/or boot any vehicle which is in violation of this section.
	2.	Parking stalls to be marked. The Parking Authority shall mark the pavement adjacent to each parking meter installed in the municipal parking lot by suitable lines for the purpose of designating the parking space or stall regulated by each parking meter or pay-and-display meters, within the limits of which every vehicle shall be parked.
