All the fees required to be paid, or paid under the terms hereof, are intended to be annual fees, but, when paid, shall cover only the balance of the calendar year during which the same are so paid or payable, unless otherwise herein provided.
The annual fee for the several licenses, permits or certificates referred to in this code are hereby fixed as follows:
A. 
Boarding homes for children. License to operate the same, covering certain premises, required under Chapter 24 hereof: $10 for each premises or establishment so licensed.
B. 
Cattle, slaughtering of. License to engage in such business, as required under § 14-27A hereof: $1,000 for each license so issued.
C. 
Cattle, keeping of. License to engage in such business, as required under § 14-27C hereof: $1,000 for each license so issued.
D. 
Food establishments. License required to engage in such business under § 38-3A hereof. All food establishment license fees will double if not paid in full by February 1 of a given year. This includes operators of food establishments, restaurants and sweets, candies and gum.

(1) 
For each establishment with less than five employees: $100.
(2) 
For each establishment with less than 10 but more than four employees: $125.
(3) 
For each establishment with less than 20 but more than nine employees: $150.
(4) 
For each establishment with less than 25 but more than 19 employees: $300.
(5) 
For each establishment with 25 or more employees: $350.
(6) 
Retail and food service establishments and restaurants which are issued an unsatisfactory or a conditional satisfactory rating as provided under the State Sanitary Code of Title 24, New Jersey Statutes Annotated, shall within 30 days of receipt of notice of said inspection pay a reinspection fee of 50% of the yearly license fee applicable for the second conditional and/or unsatisfactory reinspection and every subsequent reinspection required thereafter. Should such inspection fee not be paid within 30 days of receipt of written notice, complaint shall be made in the Municipal Court of the Borough of Fort Lee. The Court shall have the power to impose those penalties established in Chapter 1, General Provisions, Article II, General Penalty.

(7) 
The license for a farmers market shall be set at $20.

E. 
Food peddlers. License to engage in such business as required under § 38-4A hereof: $75 for each such license issued and $75 for each vehicle so used.
F. 
Food or beverage processing. License required under § 38-8A hereof: $100 for each premises or establishment so licensed and $100 for each vehicle so used.
G. 
Frozen foods, processing, sale or distribution. License required to engage in such business under § 38-15 hereof: $100 for each license so issued.[1]

H. 
Fat, bones and refuse. License be granted to engage in business to remove under Chapter 93, Article IV, hereof: $100 for each license so issued.[2]

I. 
Ice manufacture, sale or delivery. License required to engage in such business under § 38-13A hereof: $30 for each plant, depot, establishment, place, wagon, truck, vehicle or conveyance so licensed.
J. 
Massage operator, masseuse or masseur. License required to engage in such business under § 55-1 hereof: $75 for each person so licensed.[3]

K. 
Milk, cream, and dairy products, sale and distribution. License required to engage in such business: $50 for each premises or place licensed and $50 for each vehicle or conveyance so licensed.

L. 
Poultry, pigeons or other fowl business of keeping and/or slaughtering. License required to engage in such business under § 14-22 hereof: $500 for each premises or establishment so licensed.
M. 
Poultry, pigeons or other fowl; keeping for other than business purposes. License required to so keep them under § 14-26A hereof: $250 for each premises so licensed.
N. 
Restaurants. License required to engage in such business under § 80-1A hereof:
(1) 
For each premises or establishment which has a seating capacity of less than 25 persons: $125.
(2) 
For each premises or establishment which has a seating capacity of more than 24 but less than 50 persons: $175.
(3) 
For each premises or establishment which has a seating capacity of 50 persons or more: $300.
O. 
Small animals, keeping of. License required under § 14-10A hereof: $50 for each premises or establishment so licensed.
P. 
Sweets, candies and gum; sale and distribution. License required under § 38-3A hereof: $75 for each premises or establishment so licensed.
Q. 
Septic tanks, cesspools and privies. Permit fees as required shall be $100 for a permit issued to construct a tank upon any property. Permit issued to clean or empty privy, vault or septic tank, and the following fee schedule for each permit issued for a connection to a public or private sewer:
(1) 
Four-inch sewer: $5.
(2) 
Five-inch sewer: $50.
(3) 
Six-inch sewer: $100.
(4) 
An additional $25 for each pipe size over six inches.
R. 
Dog license and registration. License is required under § 14-6.
(1) 
For said license: $9.80 which includes registration tag; and and an additional $0.20 for each dog licensed shall be collected by the Borough and remitted to the Consumer Health Services of the State of New Jersey. This additional fee shall be designated for the Pilot Clinic Fund.

(2) 
The Borough of Fort Lee shall collect and remit to the Consumer Health Services of the State of New Jersey an additional surcharge of $3 for any dog of reproductive age which has not had its reproductive capacity permanently altered through sterilization. This remittance to the state shall be designated for the Animal Population Control Fund.
(3) 
A surcharge fee of $10 will be levied if the license is renewed after March 1 of the current year.
(4) 
Ordinance No. 91-1, Mandatory cat licensing and vaccination:
(a) 
Licensing fees for neutered cats shall be $4, and licensing fees for unneutered cats shall be $7.
(b) 
A surcharge fee of $10 will be levied if the license is renewed after March 1 of the current year.
S. 
Barber shops, beauty parlors and nail salons. License required to engage in such business under Chapter 20 hereof: $5 for each premises or establishment so licensed.

T. 
Vital statistics record copy. The fee for a certified copy of a vital statistic record kept by the Registrar of Vital Statistics as required by the Bureau of Vital Statistics of the State of New Jersey and N.J.S.A. 26:8-29 shall be $25 for each document certified by the Registrar of Vital Statistics. Subsequent certified copies shall be $2 each.

U. 
Food handler's cards, as required under Chapter 38, Article III.

(1) 
The fee for the food handler's card is hereby fixed at $10 for employees of food establishments within the Borough.
(2) 
The fee is hereby fixed at $12 for employees of food establishments outside the Borough.
(3) 
The fee for the issuance of a duplicate food handler card shall be $5 per card.
V. 
Body art procedures licensing fees, pursuant to N.J.A.C. 8:27-1 et seq.:

(1) 
An application for an initial license to engage in body art procedures in the Borough of Fort Lee shall be accompanied by a fee in the amount of $500. Any change of ownership shall require a new application and license with payment of fees therefor. All applicants shall submit plans for the establishment to the Borough of Fort Lee Health Department prior to initiation or construction.
(2) 
The renewal fee for engaging in the business of operating a tattoo or body piercing establishment with the Borough of Fort Lee shall be $500 per year with the exception of an ear piercing only license, which shall be $100 per year.
(3) 
The fee for a temporary body art establishment shall be set at $2,000 and in accordance with N.J.A.C. 8:27-10.1 et seq. of the New Jersey Sanitary Code. The granting of the license is dependent upon the licensee having first obtained all other Borough permits.
W. 
Swimming pool fees:
(1) 
Per outdoor pool or spa: $125.
(2) 
For indoor pool or spa: $200.
A. 
No fee for any permit, license or certificate issued hereunder shall be required of any person declared by state law to be exempt from the payment of any such fee.
B. 
Those persons or businesses exclusively falling within the purview of § 33-2, Subsections B, C, E, F, G, K, L, N and P, required to pay a license fee under § 33-2, shall be exempt from paying a license fee under § 33-2D.
C. 
Those persons or businesses required to pay a license fee under § 33-2D shall not be required to pay any additional fees as may be set forth under any other subsections of § 33-2.
A. 
Licenses and permits. Whenever in this chapter a license or permit is required and no specific fee is established for such license or permit, the fee therefor shall be $10, payable on issuance of such license or permit, which shall be for the balance of the calendar year in which the same is so issued.
B. 
Rules and regulations.
(1) 
The Board may from time to time adopt such rules and regulations as by law it is permitted, authorized or empowered to so adopt and which shall, in its judgment, aid in the proper understanding and general enforcement of this chapter.
(2) 
The Board shall and may, from time to time, amend, supplement or implement this chapter by other ordinances amendatory hereof or supplementary hereto.
(3) 
If any provision, clause, sentence or paragraph of the chapter or the application thereof to any individual or circumstance shall be adjudged invalid, such adjudication shall only apply to the section, paragraph, subdivision, clause or provision so adjudged and the remainder of the chapter shall be deemed valid and effective.
(4) 
All ordinances or parts of ordinances inconsistent with or in conflict with this chapter are hereby repealed to the extent of such inconsistency.
(5) 
The fee for a printed copy of this chapter shall be $1.25.
