For the purposes of this article, unless the context clearly indicates a different meaning, the words below shall have the meanings stated below:
SOIL
The unconsolidated mineral and organic material on the immediate surface of the earth that serves as a neutral medium for the growth of land plants.
TOPSOIL
The presumed fertile soil material, or one that responds to fertilization, ordinarily rich in organic matter (about five to eight inches in thickness).
No topsoil shall be removed from a site or used as fill. Topsoil is to be stripped, stockpiled and protected prior to any grading activity. After construction, topsoil shall be redistributed evenly over the disturbed areas of the project that are going to be revegetated/stabilized by approved seeding and/or planting.
No excess fill material shall leave any project without municipal approval. If excess material is to be removed from the site, the project owner/applicant shall be responsible for its proper disposal and will notify the municipality and the Hunterdon County Soil Conservation District of this location prior to removal from the site. If applicable, a soil erosion and sediment control plan must be submitted to, reviewed and certified by the Hunterdon County Soil Conservation District before removal from the site.
