The position of Superintendent of Streets and Public Works is hereby merged with the position of Superintendent and Operator of the Water Department. This position shall be governed by and controlled by the provisions of the within article. The position created hereunder shall be known and designated as the "Superintendent of Streets and Public Works."

XX of this chapter), also provided for the amendment of §§ 39-42 through 39-44.1 to reflect the separation of that new position from the position of Superintendent of Streets and Public Works.
The combined office as set forth in § 39-42 shall be under the direct supervision and control of the City Manager and shall be paid an annual salary designated by the Salary Ordinance.[1]

A. 
The combined Superintendent of Streets and Public Works and Operator of the Water Department shall have supervision of and over all streets, sidewalks, sewers, buildings and property of the City and the repair thereof. The Superintendent shall further be responsible for the operation and maintenance of all waterlines, valves and appurtenant equipment and shall be designated the head of both departments.
B. 
Said Superintendent shall attend all regular and special meetings of the City Council when requested by the Mayor, City Council or City Manager. The Superintendent shall submit reports when required concerning the condition of the Department of Public Works and the Water Department and shall make recommendations for the purpose of safeguarding the interest of the City in both areas. All maintenance of public streets, sewers, sidewalks, public ways, waterlines, water equipment, water wells and appurtenant resources shall be under the supervision of the Superintendent of Streets, Public Works and Water, subject to the ultimate control of the City Manager and Mayor and Council.
