A.
No person shall own, keep or harbor more than six cats or dogs or any combination of cats or dogs not to exceed six per household, nor shall any more than six cats or dogs or any combination of cats or dogs exceeding six be sheltered or kept by any person, resident or family within the City of Garfield, in the County of Bergen, without first obtaining a license therefor, to be issued by the municipal licensing official of the City of Garfield upon application of the owner and payment of the prescribed fee, and no person, resident or family shall own, keep or harbor any dog or cat in the City of Garfield except in compliance with the provisions of this section.
B.
Persons in possession of more than six cats or dogs or any combination of six cats or dogs shall, upon notification from the City, remove the animals in excess of the number limited by this section within 10 days after receiving notification. This restriction shall not apply to properly licensed pet shops, kennels, shelters and pounds.

It shall be unlawful for any person to keep any small animals on the exterior of any premises in the City of Garfield unless kept in a hutch or coop having a size of greater than eight square feet of floor space and being greater than two feet in height unless special permission of the Health Officer is obtained for the use of hutches or coops of a smaller size. Each hutch or coop shall be dry and adequately ventilated and shall be cleaned daily and rebedded with fresh straw, leaves or other absorbent material. No hutch or coop for the keeping of small animals shall be closer than 25 feet from any property line.
It shall be unlawful for any person to keep any rabbit or other small animals affected with skin mange, coccidiosis or parasitic worms, and any such rabbit or other small animal so affected shall be immediately destroyed and the carcass cremated or buried at least three feet underground. Any hutch or coop wherein such affected animal is found and all adjoining hutches or coops shall be destroyed or thoroughly disinfected.

No license for the keeping or raising of small animals shall be granted to any person when in the opinion of the Health Officer the keeping or raising of such small animals would constitute a nuisance because of the nature or characteristics thereof or where in the opinion of the Health Officer the keeping or raising thereof would be detrimental to the general health of the residents of the neighborhood in which such license is sought.
