The owner, tenant, manager or other person in charge or control of any premises in the City of Garfield wherein a public lavatory, washroom, comfort station or other place of a like nature to which the general public has the right of access is maintained shall provide a sufficient quantity of individual towels, of a material approved by the Health Officer, so that each person using such public lavatory shall have a separate, clean towel for his or her use. Such separate towels shall be discarded and placed in a sanitary waste receptacle and not used again except, if cloth towels, they shall have been thoroughly cleansed and sterilized.

There shall be provided in all such public lavatories a mechanical dispenser for liquid or powdered soap of a type approved by the Health Officer, and in no case shall the person in control or charge of such public lavatory allow the use of soap in common. The use of the same cake of soap by more than one person is prohibited.

The owner, tenant, manager or other person in charge or control of such public lavatory shall at all times keep and maintain such place in a clean and sanitary condition, subject to inspection by the Health Officer or other inspectors.
No public place as defined by N.J.S.A. 26:2-62 shall be operated or maintained in the City of Garfield unless proper lavatory facilities for the use of persons patronizing such public place shall be provided therein by the owner, tenant, lessee, manager or other person in charge or control of such public place.
