The Borough Government shall, in addition to
the Mayor and Council, consist of the following offices, departments,
boards, and appointive positions and employments:
A. Offices:
(2) Office of Borough Collector.
(3) Office of Borough Treasurer.
(4) Office of Borough Chief Financial Officer.
(5) Office of Borough Attorney.
(6) Office of Borough Construction Official.
(7) Office of Superintendent of Public Works.
(8) Office of Borough Engineer.
(9) Office of Borough Tax Assessor.
(10) Office of Business Administrator.

B. Departments:
(2) Department of Public Works.
(3) Department of Police and Public Safety.
C. Boards and Commissions:
(7) Such other boards, bodies, concessions, or agencies
of local government as are required by statute or otherwise authorized
by law or municipal ordinance or resolution.
D. Positions and employments. Such appointive positions
and employments as are provided for by this chapter and otherwise
required or authorized pursuant to statute or in the other ordinances
of the Borough.
The Borough offices shall be open for business
from 9:00 a.m. to 4:30 p.m. each day except Saturdays, Sundays and
Holidays, and other days designated by the Mayor and Council.
All moneys, including money collected from taxation
and from fees prescribed by ordinances, received from any source by
or on behalf of the Borough shall be paid to the Borough Treasurer
in accordance with N.J.S.A. 40A:5-15.

Except as otherwise provided by law or regulation, where any
person or entity requests a copy of a government record, said person
or entity shall pay a fee as follows:
A. Per letter-size
page or smaller: $0.05.
B. Per legal-size
page or larger: $0.07.
C. Access
to electronic records and nonprinted materials shall be provided free
of charge, but the custodian shall charge for the actual costs of
any needed supplies such as computer discs.

Whenever the nature, format, manner of collation, or volume
of a government record embodied in the form of printed matter to be
inspected, examined or copied pursuant to law respecting public access
to government records is such that the record cannot be reproduced
by ordinary document copying equipment in ordinary business size or
involves an extraordinary expenditure of time and effort to accommodate
the request, which determination shall be made in the discretion of
the Borough Clerk, a special service charge shall be imposed, which
shall be the actual direct cost of providing the copy or copies. The
requestor shall have the opportunity to review and object to the charge
prior to it being incurred.

Where the fee for copying is estimated to be
in excess of $5, the requestor shall deposit the estimated cost prior
to the making of copies.

The Mayor of the Borough of Garwood is authorized,
but not required, to solemnize marriages and civil unions when requested
to do so. The fee for the solemnization of marriages and civil unions
shall be $175, which shall be payable to the Borough of Garwood and
shall be deposited by the Borough Treasurer in the Municipal Current
Fund.

Whenever payment of any moneys shall be made
by any person or entity by check or other draft, and said check or
other draft shall be returned unpaid for any reason, including insufficient
funds, the drawer of the draft or check shall be liable for and shall
pay to the Borough a fee in the sum of $20 which shall be due and
payable in addition to the moneys originally due and payable.

Whenever the issuance of a duplicate tax bill
shall be requested by a mortgagee, servicing organization or property
tax processing organization as defined in L. 1990 c. 69, same shall
be issued by the Borough Tax Collector only upon the payment of a
fee in the sum of $5 for the first request in a fiscal year and $25
for each subsequent request in the same fiscal year, as per N.J.S.A.
54:4-64(d).

Whenever the issuance of a certification of
the payment of taxes shall be requested by any person or entity, same
shall be prepared and issued by the Borough Tax Collector only upon
the payment of a fee in the sum of $10, as per N.J.S.A. 54:5-14.

The Borough Clerk, Treasurer, Tax Collector,
and Judge of the Municipal Court and the Municipal Court Administrator,
before entering upon the duties of the respective office, or any other
officers who are required to give bonds, shall execute and deliver
to the Borough Council a bond in such form, for such sum and with
such surety as the governing body of the local unit shall, by resolution
direct.
Each and every person in the employ of this
Borough shall be paid once every two weeks.

Officers of the Borough of Garwood are exempt
from residency requirements pursuant to N.J.S.A. 40A:60-6(b)(3).
