There is hereby created in and for the Borough of Garwood the position of Borough Tax Collector.

The duties of the Borough Tax Collector shall be as follows:
A. 
To receive and collect all moneys assessed or raised by taxation or assessment for any purpose.
B. 
To enter into the suitable books of accounts all receipts received in a given day.
C. 
To deposit such public moneys in an authorized public depository of the municipality to the credit of the appropriate account within 48 hours after receipt of said funds.
D. 
To prepare monthly reports to the governing body on all receipts, deposits and cash on hand belonging to the municipality.
E. 
To prepare and furnish a detailed and true list of all delinquent taxpayers for the next preceding year within 60 days after the end of the year or for such period as the Council may require.
F. 
To perform all statutory duties of the position of the Borough Tax Collector.
G. 
To undertake and complete all requests for tax searches.
The Borough Tax Collector shall be required to give a bond to the Borough in such form, for such sum and with such surety as the governing body of the Borough of Garwood shall by resolution direct.
The Borough Tax Collector shall be appointed by the Mayor with the approval of the Council and shall serve for a term of four years and in accord with the applicable provisions in Chapter 9, Title 40A of the New Jersey State Statutes.

The Borough Tax Collector shall meet and possess all of the qualifications as a certified tax collector as set forth in N.J.S.A. 40A:9-145.7 prior to his appointment. The Borough Tax Collector shall be exempt from the residency requirement of N.J.S.A. 40A:60-6.
The Mayor and Council shall provide the Borough Tax Collector with an office which he shall attend at scheduled hours and days as the Council and Statutes of the State of New Jersey prescribe for the proper attention and completion of the duties of the office of Tax Collector.
The Tax Collector shall receive as compensation or salary the amount as set forth for the position of tax collector in the municipal budget or salary ordinance.

The office of the Borough Tax Collector and Borough Treasurer or Borough Clerk, or their deputies, may be held by the same person.

There is hereby created in and for the Borough of Garwood the position of Borough Treasurer and Chief Financial Officer.

The duties of the Borough Treasurer and Chief Financial Officer shall be as follows:
A. 
As Treasurer:
(1) 
To assist the Mayor and other members of the Council in the preparation of the annual municipal budget.
(2) 
To keep and maintain books and records of all financial transactions of the municipality in accordance with the standards and requirements of the State Division of Local Government Services.
(3) 
To have custody of all public moneys of the municipality.
(4) 
To make monthly reports to the Mayor and Council of all receipts, expenditures, commitments and unencumbered appropriations balances.
(5) 
To compile, at the close of the fiscal year, a true and full account of the receipts of the Treasurer's Office and the expenditures during the year and also the state of the treasury.
(6) 
To perform all the statutory duties of the position of Borough Treasurer as may be more particularly set forth in the New Jersey State Statutes.
(7) 
To do and perform such acts and duties as are now or may hereafter from time to time be prescribed by law or by the Mayor and Council.
B. 
As Chief Financial Officer:
(1) 
To carry out the responsibilities set forth under P.L. 1947, c. 151 (N.J.S.A. 52:27BB-26 et seq.), and such other duties as are prescribed by law.
(2) 
To do and perform such acts and duties as are now or may hereafter from time to time be prescribed by law or by the Mayor and Council.

The Borough Treasurer and Chief Financial Officer shall be required to give a bond to the Borough in such form, for such sum and with such surety as the governing body of the Borough of Garwood shall by resolution direct.

The Borough Treasurer and Chief Financial Officer shall hold a Municipal Finance Officer certificate prescribed by N.J.S.A. 40A:9-140.13. The Borough Treasurer and Chief Financial Officer shall be exempt from the residency requirement of N.J.S.A. 40A:60-6.

The Borough Treasurer and Chief Financial Officer shall attend to the proper performance of the duties of office and shall devote such time as is required to do so. The Mayor and Council shall fix the hours of employment by resolution.

The Office of the Borough Treasurer and Chief Financial Officer may also be held by the Borough Tax Collector or the Borough Clerk.

There is hereby created the position of Accounts Payable Clerk.

The Accounts Payable Clerk shall be appointed by the Mayor with consent of the Council, and shall serve at the pleasure of Council.

The Accounting/Payroll Clerk shall be appointed by the Mayor with the consent of Council and shall serve at the pleasure of the Council.
