In accordance with N.J.S.A. 40A:9-140, there shall be a municipal engineer, who shall be known as the Borough Engineer. The Borough Engineer shall be appointed for a three-year term, commencing January 1 and until a successor is appointed and qualified. Vacancies shall be filled for the unexpired term.
The Borough Engineer shall:
A. 
Duties. The Borough Engineer shall advise the Council and Borough officials on all engineering matters referred to him/her, and shall perform such duties as are provided by law or ordinance, and in addition thereto such other duties as from time to time may be imposed upon him/her by the Mayor and Council. He/she shall, from time to time as required by the Mayor and Council, make reports regarding public improvements, repairs of streets, ditches and sidewalks or such other work as the Council may request, and shall make such suggestions to the Mayor and Council regarding the same as in his/her judgment shall be best and proper.
B. 
Perform such other duties including stormwater management as may be assigned the municipal engineer by the provisions of the Revised Statutes of the State of New Jersey, the Code of the Borough of Garwood, or other applicable law.
The Borough Engineer shall, prior to his appointment, hold a degree in civil engineering from a recognized school or college of engineering and be licensed in the State of New Jersey as a professional engineer.
The Borough Engineer shall receive as compensation or salary the amount set forth for the position of Borough Engineer in the municipal budget and salary ordinance for attending to the duties of Borough Engineer as hereinbefore set forth.
