The Mayor, with the advice and consent of the Council, may appoint adult school crossing guards for terms not exceeding one year from January 1 of each year. The Mayor and Council may revoke such appointments and remove such appointees for cause and after proper hearing before the Chief of Police.
No person shall be appointed as an adult school crossing guard unless such person:
A. 
Is a citizen of the State of New Jersey;
B. 
Is of sound body and of good health;
C. 
Is of good moral character; and
D. 
Has not been convicted of any criminal offense involving moral turpitude.
An adult school crossing guard shall not be a member of the Police Department of the municipality. All powers and duties shall cease at the expiration of the term of appointment. An adult school crossing guard shall not have the right to bear firearms or the power of arrest.
Every adult school crossing guard shall be under the supervision and direction of the Chief of Police of the Borough of Garwood and shall perform duties only in the Borough of Garwood. An adult school crossing guard shall comply with the rules and regulations applicable to the conduct and decorum of the regular police officers of the municipality.
The compensation for adult school crossing guards shall be fixed and determined by the Borough Council. Any vacancy occurring shall be filled for the balance of the unexpired term.
