A. 
Definitions. As used in this article, the following terms shall have the meanings indicated:
SPECIAL ESCORT SERVICE
The provision of police protection for any person, corporation or other entity, public or private, for the purpose of transporting money or other valuables within the Borough of Garwood.
B. 
Procedure established. Any person, corporation or other entity may request that the Borough Police Department provide special escort service. The desk officer or dispatcher on duty shall record all requests received for escort service and shall file same on a daily basis with the Chief of Police. The Chief of Police shall cause a monthly bill to be forwarded to any person, corporation or other entity requesting special escort service, detailing the date, destination and total cost.
C. 
Fees. The cost of special escort service rendered by the Police Department to any person, corporation or other entity, public or private, shall be $25 per trip from each point of origin to each destination.
D. 
Payment of fees.
(1) 
All bills shall be paid within 15 days of the billing date. In the event that any such bill shall not be paid within 15 days of the billing date, there shall be an additional late charge of 5% per month added to each overdue bill monthly. Any person, corporation or other entity failing to pay the monthly bill in accordance with the terms of this section shall not be entitled to utilize the special escort service until and unless all bills and late charges are paid and satisfied.
(2) 
All checks in payment shall be payable to the Borough of Garwood. The Chief of Police shall include in his monthly report all fees billed and received for special escort service.
E. 
Exceptions. The fees provided for in this section shall not apply to public schools operated by the Board of Education of the Borough of Garwood. The Mayor and Council may, by resolution, waive the fees required under this section for religious organizations holding regular services in the Borough of Garwood.

The following fees are hereby fixed and established for services extended and materials distributed by the Police Department:
A. 
Copies of reports or records requested in discovery pursuant to the Rules of Court; as per § 5-3.1 et seq. of this Code.
B. 
Motor vehicle accident reports, as per N.J.S.A. 39:4-131:
(1) 
Copy fee: As per § 5-3.1.
(2) 
Mail fee: If requested by mail, an additional fee of $5.
C. 
Photographs (each photograph): As per § 5-3.1.
D. 
Videotape recordings or DVDs for municipal court discovery: As per § 5-3.1.
E. 
Fingerprinting: $10.
F. 
Permit to purchase firearm: $2.
G. 
Firearms identification card: $5.
H. 
Fees for photocopying of records may be waived in cases of discovery where a defendant is represented by a public defender or by counsel assigned by the Municipal Court.
I. 
All moneys received by the Garwood Police Department for the above fees shall be accounted for by the Chief of Police who shall include same in his monthly report to the Mayor and Council. All funds received shall be remitted to the Borough Treasurer.

A. 
Whenever the use by a police officer engaged in authorized extra-duty employment shall be requested by an extra-duty employer and authorized by the Chief of Police or his designee, or whenever the Chief of Police or his designee shall deem a police vehicle necessary for the safety of a police officer or any other person in connection with any authorized extra-duty employment, there shall be a fee charged to the employer of $35 per calendar day. Such fees shall be paid in advance.
B. 
Authorization. Use of such police vehicles shall be solely in the discretion of the Chief of Police or his designee. Nothing contained in this section shall be deemed to entitle any person to the use of a police vehicle.

The Police Department shall issue a receipt for all fees and monies received for the services extended or materials furnished as provided in this article. All monies received pursuant to this article shall be turned over to the Borough Treasurer.
