No person shall place, carry or have in his
possession in a public place, as hereinafter defined, any alcoholic
beverage as same is defined in the Alcoholic Beverage Control Law
of the State of New Jersey (N.J.S.A. 33:1-1 et seq.), nor shall any
person drink, imbibe or consume any such alcoholic beverage in any
such place.
For the purpose of this article, "public place"
shall mean any park, recreation area, playground or property owned
by the Board of Education of the Borough of Garwood, County of Union,
State of New Jersey, United States of America, or any other public
entity.
The Chief of Police may issue special permits
authorizing the dispensing or consumption of alcoholic beverages for
designated dates, times and locations for events sponsored by nonprofit
organizations upon approval of said activity by the Mayor and Council.
