No person shall use, discharge or cause to be
exploded any firearm as defined in Chapter 39 of Title 2C of the New
Jersey Statutes, within the municipal limits of the Borough of Garwood.
No person shall discharge a bow and arrow in
the outdoors.
Nothing in this article shall be construed to
prohibit:
A. The use of a firearm at a lawfully operated shooting
range or test chamber.
B. The use of a firearm by a duly authorized law enforcement
officer in the performance of his official duties.
C. The use of blanks in a starter pistol at a sporting
event.
D. The use of blanks for a public celebration, a memorial
ceremony, or a theatrical performance.
In any prosecution under this article, justification,
as set forth in Chapter 3 of Title 2C of the New Jersey Statutes,
shall be an affirmative defense.

Any person violating any provision of this article
shall be subject to a fine of not more than $1,250, a term of imprisonment
not exceeding 90 days or a period of community service not exceeding
90 days, or any combination thereof.
