This article shall be known as the "Gibbsboro On-Site System Management District Ordinance."
The purpose of this article is to create an On-Site System Management District within the Borough of Gibbsboro and to provide for inspection of septic systems located within the On-Site System Management District by the Borough of Gibbsboro.
There is created within the Borough of Gibbsboro an On-Site System Management District which shall be located in the Borough of Gibbsboro on properties described as follows.
The term of the On-Site System Management District shall be for a period of 20 years from the adoption of this article, after which time the provisions of this article shall no longer be in effect.
After giving adequate notice and upon presentation of proper credentials, the Borough Engineer of the Borough of Gibbsboro or such other persons as designated by the governing body may enter at reasonable times upon any property located within the On-Site Management District to ascertain the condition of the subject property with regard to any aspect regulated by this article.
Inspection by the Gibbsboro Borough Engineer or other persons designated by the governing body of septic systems located within the On-Site System Management District will not be deemed to relieve the property owner of responsibility to any of those adversely affected by the septic system located on such property.
The Borough of Gibbsboro shall have the right to examine all on-site septic systems servicing the properties located within the On-Site System Management District and determine the levels of performance of these septic systems. Such inspections shall be performed by the Gibbsboro Borough Engineer or other persons designated by the governing body at a minimum of three-year intervals.
The Borough of Gibbsboro shall maintain a record of all inspections, maintenance and repairs of all septic systems located within the On-Site System Management District.
The homeowner shall be responsible for all repairs and cleaning of septic systems as required by the Gibbsboro Borough Engineer or other persons designated by the governing body. All such cleaning and repairs shall be done at least every three years or as directed by the Borough Engineer or other persons designated by the governing body. The homeowner shall be required to submit copies of all repair bills and cleaning bills to the Borough Engineer or other persons designated by the governing body for the purpose of verification that such work has been performed.
