A nonrefundable fee for site plan submissions or substantial amendments thereto shall be required for each application made to the appropriate board in accordance with the schedule for application fees established in Chapter 160, Fees.
An applicant filing an application for development shall be responsible for all reasonable costs related to the review of plans and documents by professional personnel for technical and policy concerns, including but not limited to engineering, legal and planning review. An escrow account shall be established by the Borough for each application made to the appropriate board for site plan review in accordance with the schedule for initial escrow established in Chapter 160, Fees. Additional escrow may be required for the inspection of any improvements required by an approval. Additional escrow shall be required and administered in accordance with the schedule established in Chapter 160, Fees.
