It shall be the duty of owners or tenants in possession of real property abutting or bordering any sidewalk now existing or hereafter established in the Borough to remove all snow or ice therefrom within 24 hours after an accumulation of at least one inch of the same shall have fallen or been formed. An owner or tenant shall be deemed to have complied with the provisions of this article if he has removed snow and ice from the sidewalk in such a manner as to create a continuous clear path along the entire length of the sidewalk of a width not less than 24 inches.

In the event that an owner or tenant in possession shall fail or refuse to remove snow or ice within the time specified, the Borough, at its discretion, may perform the work. The Department of Public Works shall certify the cost to the Mayor and Council, who shall, after examination of the certificate, cause the cost to be charged against the abutting real property and become a lien upon the real property and be added to and be part of the taxes next to be levied and assessed against the real property, and enforced and collected with interest in the same manner as other taxes. This shall be in addition to any penalty imposed for violation of this article.
The penalty for violation of any provision of this article shall be as set forth in Chapter 1, Article I, General Penalty.
