There shall be a Division of Sanitation, which shall be responsible for the collection of garbage, refuse and trash in accordance with Chapter 184, Solid Waste, hereof. The Chairperson of the Division shall be a member of the Council designated by the Mayor.
A. 
Within the Division of Sanitation there shall be an office of Superintendent. The Superintendent shall be appointed by the Mayor, with the advice and consent of the Council. His or her term shall be for a calendar year, and any vacancy during the term shall be filled only for the unexpired term.
(1) 
Qualification. The Superintendent of Sanitation shall be a person qualified by education, training and experience to perform the duties of office as hereinafter set forth. He or she shall devote full time to the duties of his or her office and not engage in any other employment.
(2) 
Supervision. He or she shall be under the direct supervision of the Chairperson of the Division of Sanitation.
B. 
Duties of the Superintendent of Sanitation. The Superintendent of Sanitation shall:
(1) 
Set up and maintain adequate inventory and control thereof of all materials and supplies needed for the maintenance and repair of all equipment under his or her supervision.
(2) 
Submit to the Chairperson of the Division of Sanitation a monthly report of all work performed and services furnished as well as inspections made during the previous month.
(3) 
Submit to the Chairperson of the Division of Sanitation his or her recommendations for budget appropriations for the ensuing year.
(4) 
Recommend for approval the expenditure of all funds by voucher charged against the sanitation budget.
(5) 
Maintain and operate the collection of garbage, trash and refuse in accordance with rules and regulations and pickup schedules.
(6) 
Receive all complaints from residents and taxpayers of the Borough relating to operations under his or her jurisdiction, investigate the same, take appropriate action and report results to the Chairperson of the Division.
(7) 
Supervise the operation, maintenance and repair of all Borough-owned equipment used in the performance of the work assigned to him or her.
(8) 
Set up and maintain all books and records necessary to perform the duties of his or her office and turn over all such records to his or her successor or the Chairperson of the Division of Sanitation upon termination of his or her employment by the Borough.
(9) 
Recommend to the Chairperson the need for any repairs or replacements to Borough-owned equipment.
(10) 
Supervise the performance of work of any personnel assigned to his or her jurisdiction.
The Council shall by resolution make such rules and regulations as may be necessary for the proper operation of the Division of Sanitation and for the collection, removal and disposal of garbage, trash, garden refuse, rubbish and ashes. Such rules and regulations may from time to time be amended by resolution as deemed necessary by the Mayor and Council.
