Pursuant to the authority of N.J.S.A. 40A:9-136,
there is hereby created the office of Borough Administrator.
The office of Borough Administrator shall be
filled by nomination by the Mayor with the advice and consent of the
Council for a term of one calendar year or the unexpired portion thereof
at a salary to be fixed annually by the Salary Ordinance.[1]
A.
The Administrator shall, under the supervision and
control of the Mayor and Council to the extent not prohibited by law:
(1)
Serve as the principal administrative officer representing
the Mayor and Council.
(2)
Attend all meetings of the Council as required.
(3)
Represent the Borough in its relation to the federal
government and state, county and other municipalities and assert the
Borough's interest in contracts, franchises and other business transactions.
(4)
Keep the Mayor and Council informed of the financial
condition of the Borough and make such reports thereon as required
and annually prepare a comprehensive report on the condition of the
Borough.
(5)
Study the administrative and other operations of the
Borough and make recommendations for plans and programs to meet the
needs of the Borough.
(6)
Receive and reply to inquiries concerning Borough
business and provide information and assistance in respect thereto.
B.
General administration. The Administrator, to the
extent not prohibited by law, shall:
(1)
Supervise the business administration of all departments
and offices, in consultation with respective divisional chairpersons.
(2)
Recommend to the Council assignments and schedules
for all departments and offices.
(3)
Establish and maintain sound personnel practices and
maintain appropriate records of all employees.
(4)
Maintain a continuing review of all department and
office operations and their expenditures and report thereon to the
Council.
(5)
Recommend the nature, location and extent of public
improvements and coordinate the execution of the same when authorized
by the Council.
(6)
Implement and enforce the policy of the Mayor and
Council with respect to the compiling and release of public information.
(7)
Report to the Council annually, at such time as the
Council may require, on the coverage, expiration date and premium
of each surety bond and contract of insurance, the nature and terms
of outstanding leases, the rent reserved by each and their respective
expiration dates.
(8)
Perform such other duties as may be assigned by the
Council.
C.
Budgeting. The Administrator shall:
(1)
Receive from each department, office or board their
annual requests for appropriation and preface the tentative budget,
transmitting the same with his or her recommendations and comments
to the Mayor and Council not later than December 15.
(2)
Consult with the Mayor and Council with respect to
the tentative budget, recording changes, additions and deletions thereto
and by January 15 submit final recommendations in the form required
by law, together with an analysis of the various items of expenditure
and revenue and such explanatory comments as may be required.
(3)
By the 15th of each month, provide the Mayor and Council
with a year-to-date summary of expenditures versus appropriations.
D.
Financial and accounting. The Administrator, to the
extent not prohibited by law, shall:
(1)
Supervise the collection of taxes and other moneys
due to the Borough, provide for the custody and deposit of the same
and render monthly reports on the cash balances of the various accounts.
(2)
Supervise the disbursement of all Borough funds and
approve all vouchers and bills before submitting the same to the Mayor
and Council for approval.
(3)
Analyze the cash needs of the Borough and recommend
to the governing body the prudent investment of such funds as temporarily
may be in excess of the amounts needed to meet Borough obligations.
E.
Purchasing. The Administrator shall exercise the duties
of purchasing agent and shall:
(1)
Purchase or validate the authorized purchase of all
material, supplies, equipment, work and labor required by all departments,
offices and boards and cause a purchase order to be issued for the
same.
(2)
Issue purchase orders only upon the authorization
of a divisional chairperson, department head or board chairperson
and only to the extent that the same has been provided for in the
annual budget or except as may be specifically authorized in case
of emergency.
(3)
Establish and enforce suitable price and quality standards
for all material, supplies or equipment and provide for the inspection
of deliveries and determination of adherence to specifications.
The Administrator shall devote full time to
the interests of the Borough and shall not hold any other employment,
except that nothing herein shall prevent the Administrator from being
appointed as Borough Clerk or Borough Treasurer.

An administrative assistant may be appointed
by the Mayor with the advice and consent of the Council and shall
serve by annual appointment. He or she shall report to the Borough
Administrator and perform such duties as assigned by him or her.
A.
Responsibilities. The administrative assistant shall
be responsible to and report to the Borough Administrator. He or she
shall assist the Borough Administrator in such matters as cash-flow
analysis, budget preparation and analysis, purchase of materials and
supplies as approved in the budget, budgeting cost control and miscellaneous
office management tasks as required.
B.
Qualifications. The administrative assistant shall
have a college degree in municipal or business administration or have
experience in business finance, accounting or fiscal management.
C.
Reporting lines. The administrative assistant shall
be under the supervision and control of the Mayor and Council to the
extent not prohibited by law. The Borough Administrator shall establish
his or her hours of employment and working conditions for such office.[1]
