The officers of the Fire Department shall consist of one Chief, an Assistant
Chief, a Captain and three Lieutenants.
All officers shall be elected by the members of the Department in strict
conformity with the bylaws of the Department. They shall hold their office
for one year or until their successors are duly elected and qualified. The
names of the successful candidates for any office shall be reported by the
Department to the Council at the next regular meeting of the Council held
after the election. The officers shall be confirmed by the Council before
they are qualified to perform their duties.
A.
Chief. The Chief shall have charge of the Department
at all times and places except business meetings and social functions. He
or she shall be responsible for the maintenance of proper discipline and shall
enforce the regulations of the Department. It shall be his or her duty to
bring charges against any member committing a violation of the rules and regulations
of the Department. The Chief shall receive reports from the Captain as specified
herein, control and direct the action of all officers and fire fighters at
any fire and parade, maintain general superintendence over the entire Department,
make reports and recommendations, in writing, monthly to the company and Borough
Council, note all violations relating to the Department and the extinguishment
of fires which may come to his or her knowledge and report the same to the
Council and Police Department for prosecution. It shall also be the duty of
the Chief to present the Department's yearly report to the Mayor and
Council, a copy of which shall be turned over to the secretary of the company.
The Chief shall, two months previous to the annual meeting, call a meeting
of the officers of the Department to prepare the budget for the ensuing year
and present the proposed budget at the November meeting for discussion and
approval.
B.
Assistant Chief. The Assistant Chief shall take charge
and assume control of the Department in the absence of the Chief. He or she
shall keep a record of all alarms and all fires which may occur within the
borough indicating the cause when it can be determined, a description of the
building damaged or destroyed, the names of the owners and occupants, the
amount of damage in each case and, as far as can be ascertained, the amount
of insurance. He or she shall keep a record of the attendance at firehouse
committee meetings and extra duties. The record shall be kept as to each member
of the Department and posted monthly. Final yearly attendance averages shall
be posted not later than December 1.
C.
Captain. The Captain shall be responsible for the proper
care of the engine house and fire apparatus and all other property belonging
to the borough and entrusted to the company under his or her command. He or
she shall see that the same is kept clean and in order for immediate use and
report all damage immediately to the Chief. He or she shall obey all orders
of the Chief or Assistant Chief.
D.
Lieutenants. In the absence of the Captain, the Lieutenants
shall perform the duties of the Captain and shall aid the Captain in the performance
of his or her duties. The Lieutenants shall be in charge of a truck assigned
to them by the Chief under the direct order of the Captain.
E.
Engineer and assistant engineers. The engineer and assistant
engineers shall be appointed by the Chief subject to approval by the Mayor
and Council. These appointments shall be made at the first monthly meeting
of each year. They shall continue to serve at the pleasure of the Chief. The
engineer must be a member with a minimum of three years of service, and the
assistant engineers shall have a minimum of one year of service as well. The
engineers shall see that the mechanical portions of the fire vehicles are
kept in good working condition and are ready for immediate use. All major
repairs needed shall be reported immediately to the Captain, in writing. All
repairs and services, including minor items, shall be recorded.
F.
Members and associate members. Members and associate
members need not be residents. They shall at all times obey the orders of
superior officers and shall have the duties and responsibilities set forth
in the duly adopted and approved bylaws of the Department as well as the rights
and privileges provided by law.
In the event that it shall be necessary to render any aid or assistance
to any other municipality, the proper officers of the Department are hereby
authorized to take the fire apparatus out of the limits of the borough, provided
that before doing so they make necessary arrangements to see that the borough
is given proper fire protection.
The Borough Council shall compensate the officers and members of the
Fire Department as it may resolve.
The Fire Department may adopt bylaws, rules and regulations not inconsistent
with the provisions of this chapter and subject to approval of the Council
before becoming effective. The bylaws, rules and regulations may be changed,
amended or repealed by a majority vote of the Department at any regular meeting
or special meeting called for that purpose, provided that no change, amendment
or alterations shall take effect until approved by the Council.
No person, except members of the Fire Department, shall enter any engine,
hook and ladder or hose house unless by the permission of or accompanied by
a member. The foregoing provisions shall not be deemed to apply to the Council
or any member thereof, clerks, Chief or assistants and police officers in
charge of their duties.
Before any emergency repairs are made to any of the fire apparatus,
the same shall first be submitted, in writing, to the Chairperson of Public
Safety for his or her approval.
