For the purpose of this chapter, certain terms are herewith defined and shall be construed as follows:
ACCESSORY BUILDING
A subordinate building or structure located on the same lot with a principal building.
ACCESSORY USE
The use naturally and normally incident to and subordinate to the primary function of the premises. More particularly, but without limitation, the same shall be construed to include a driveway, private road, alley, railroad, spur, sidetrack or switch or other facilities for ingress and egress, whether by foot or vehicle.
ALTERATION OF BUILDING OR STRUCTURE
Any change in supporting or nonsupporting members of a building or structure, any addition to or diminution of a building or structure or change in use from that of one district classification to another or any removal of a building or structure or part thereof from one location to another.
ATTIC
That part of a building that is immediately below and wholly or partly within the roof framing.

BASEMENT
An interior space or a portion of an interior space having a floor level below the average elevation of normal grade at the foundation wall of the structure in which it is contained.

BOARDER or ROOMER
A person, not a member of a family as defined in this chapter, who pays for the privilege of meals, lodging, or both.
BUILDING
Any structure as defined herein having a roof supported by columns or walls, used or intended to be used for the shelter or enclosure of persons, animals or property.
CHILD-CARE FACILITY
A facility, other than a private residence, receiving one or more infant to preschool-age children for care for periods less than 24 hours a day and where the parents or guardians are not immediately available to the child. The facility is generally described as a child-care center, day-care center, day nursery, nursery school, parent cooperative preschool, play group, after-school program, or a "before and after" center associated with religious institution uses.

COMMERCIAL VEHICLES and NONPASSENGER VEHICLES
A truck, bus, van, trailer, camper or similar wheeled conveyance, motorized or not, other than a pleasure or passenger automobile, regardless of its form of license registration. This definition shall include any vehicle bearing advertisements or printed commercially related matter thereon. Any vehicle designed or converted and used for commercial purposes, notwithstanding the type of registration, shall be deemed to be commercial.
COMMON OWNERSHIP
Ownership in or of all or any part of two or more contiguous lots or parcels of real property by one person individually or more than one person jointly or in common with others by the entirety as a partner with others or as a stockholder or a member of a corporation or other business entity so holding, including ownership in or of all or any part of two or more such contiguous lots or parcels by a husband and wife or by any members of the same family.
CONDITIONAL USE
A use permitted in a particular zoning district only upon a showing that such use in a specified location will comply with the conditions and standards for the location or operation of such use as contained in this chapter and upon the issuance of an authorization therefor by the Planning Board.
CORNER LOT
A lot at the junction of and having frontage on two or more intersecting streets.
DELICATESSEN
An establishment selling prepared food for off-site consumption only. Delicatessen will include take-out only establishments.

DWELLING or DWELLING UNIT
A building or part thereof designed, used or inhabited exclusively as the residence and/or sleeping place of a single family as defined herein and having provision for living, eating, cooking and sanitation facilities used in common by such family.
A. 
ONE-FAMILY OR SINGLE-FAMILY DWELLING OR RESIDENCEA building containing not more than one dwelling unit.
B. 
MULTIPLE-FAMILY DWELLING OR RESIDENCEA building containing more than one dwelling unit.
EDUCATIONAL USE
A use providing a student with knowledge and instruction through a course or group of courses. Educational uses are divided into the following subclasses:

A. 
Elementary and secondary schools. Elementary and secondary schools are uses providing primary and secondary education for grades kindergarten through 12, as regulated by the State of New Jersey Department of Education or the Borough of Glen Rock Board of Education. Typical uses include elementary, middle, and high school.
B. 
Post-secondary institution. A post-secondary institution is a use providing academic, professional, business technical, or industrial education beyond the 12th grade, leading to a degree or entry into a paid occupation. Typical uses include universities, community colleges, and business, career, beauty, or trade schools. These institutions can be either for profit or nonprofit.
C. 
Instructional school. An instructional school is a use providing domestic, recreational, and other types of instruction for all age groups. Typical uses include schools for dance, cooking, music, martial arts, or handicraft instruction. These institutions are exclusively for profit.
EFFECTIVE GROSS FLOOR AREA RATIO (EGFAR)
The ratio of the gross floor area (residential) to the lot area provided within a lot depth of 175 feet in the A-1 Zone District and the lot area provided within a lot depth of 140 feet in the A-2 Zone District.

FAMILY
One or more persons related by blood, adoption or marriage living and cooking together as a single housekeeping unit, exclusive of household servants. A number of persons, but not exceeding two, living and cooking together as a single housekeeping unit, although not related by blood, adoption or marriage, shall be deemed to constitute a family.
FLOOR AREA
The aggregate area of all floors in a building measured at the exterior of the walls thereof, exclusive of attic and basement floors, floors of open or unheated porches, breezeways and garages, except that under sloping roofs the measurement shall be taken at the interior of the walls thereof. For the purpose of this chapter, floor area shall include only such floor area under a sloping roof having headroom of not less than five feet six inches, and then only if at least 50% of such area has a ceiling height of not less than seven feet six inches.
FRONTAGE
Any portion of a lot line or boundary which abuts an existing street.
GARAGE, PRIVATE
A detached accessory building or portion of a main building intended to be used for the storage of a passenger vehicle or vehicles and not more than one commercial vehicle of a rated capacity not exceeding 1 1/2 tons. Each garage shall not be smaller than 10 feet wide by 20 feet deep inside clear dimension and not any larger than 12 feet wide by 26 feet deep, not to exceed 36 feet in width. A carport or any similar structure not completely enclosed shall not be considered to be a garage.

GROSS FLOOR AREA (COMMERCIAL)
The aggregate area of all interior floor area space in a nonresidential structure as measured from interior perimeter wall to interior perimeter wall inclusive of hallways, closets, common use and assembly areas, bathrooms, storage and HFAC spaces and the like.

GROSS FLOOR AREA (RESIDENTIAL)
The aggregate residential building and associated structures as measured from exterior perimeter wall to exterior perimeter wall inclusive of the first floor, upper floor(s), 60% of habitable attic space, porches, sheds, private garages and other accessory structures. Excluded from this calculation are basements, decks, cellars, patios, garages in the basement area, and the water surface of swimming pools.

HABITABLE ATTIC SPACE
Attic space that has a permanent stairway as a means of access and egress and in which the ceiling area at a height of seven feet above the attic floor is 1/3 or more of the floor below. Habitable attic space is served by a heating system and includes, but is not limited to, space used for living, sleeping, eating or cooking, as well as bathrooms and toilet rooms. Unheated storage and utility spaces are not considered habitable attic space.

HALF STORY
That portion of a building situated above a full story and having at least two opposite walls meeting a sloping roof at a level not higher above the floor than a distance equal to 1/2 the floor-to-ceiling height of the story below.
HEIGHT OF BUILDING
The vertical distance from the lowest point at grade level of the building foundation to the level of the highest point of the building, inclusive of elevator, air-conditioning housing or similar appurtenances, which shall be enclosed; in the case of sloping roofs, except for accessory buildings, the vertical distance from lowest grade level to a point 1/2 the distance between the top of the uppermost floor plate and the highest point of the roof.
LOADING ZONE
An open area, exclusive of any public street or highway, used for the purpose of transferring materials or merchandise between any type of commercial or industrial building and any type of vehicle. Loading zones may not be included as parts of required parking areas.
LOT
A parcel of land which is or may lawfully be occupied by one main building, including the yards required by this chapter, or any parcel of land separated from other parcels as delineated on any map filed in the office of the Bergen County Clerk or on the Tax and Assessment Map of the Borough of Glen Rock. In the event that more than one lot as previously defined is used in part or in whole with one or more other such lots for the erection of a main building and its accessory structures, including yards required by this chapter, the aggregate of all such lots, for the purpose of this chapter, shall be deemed to be one lot.
MANUFACTURE
To make by hand or machinery, contract for, license, franchise, regulate or otherwise control the production of a usable item from raw materials according to an organized plan involving the systematic use of labor and financing.
MAXIMUM GROSS FLOOR AREA (RESIDENTIAL)
The gross floor area permitted within the minimum lot area on a lot as defined in the A1 and A-2 Districts.

MEDICAL OFFICE
A premises where patients, whether humans or animals, are treated by one person or a group of licensed or certified medical professionals practicing any form of healing or health-building services to humans or animals, whether the practitioners are physicians (i.e., medical doctors), veterinarians, chiropractors, dentists, osteopaths, podiatrists, nutritionists, psychologists and counselors, psychiatrists, nurse practitioners, or any similar medical profession, the practice of which is regulated by New Jersey law. Medical laboratories or pharmaceutical dispensaries are excluded from this definition.

MOTOR VEHICLE (AS DEFINED BY N.J.S.A. TITLE 39)
Includes all vehicles propelled otherwise than by muscular power, excepting such vehicles as run only upon rails or tracks and motorized bicycles.

MOTOR VEHICLE BODY REPAIR STATION
Any building, structure, lot or land used for the repair to the exterior of the vehicle or exterior of the vehicle parts, including the painting of exterior surfaces.

MOTOR VEHICLE REPAIR SERVICE STATION
Any building, premises and land in which or upon which the maintenance, servicing or repair of motor vehicles is conducted or rendered to the general public, which is not used for the dispensing or sale of motor vehicle fuels.

MOTOR VEHICLE SERVICE STATION
Any building, structure, lot or land used for the retail dispensing or sales of gasoline fuel, and the sale and installation of lubricants, tires, batteries and similar accessories, and servicing of vehicles and mechanical repair when offered in conjunction with the sale of gasoline, but not to include auto body repair.

NONCONFORMING USE
A use which is lawfully exercised within or without a structure or upon the lot or lots related thereto at the time of adoption of this chapter, or any amendments thereto, which use does not conform to the regulations of the district in which it is located as set forth herein.
PARKING AREA
The total of off-street parking spaces, including all provisions for ingress and egress thereto, and driveways, aisles or lanes serving such parking areas used for the parking of vehicles and available for private use or for public use, whether for a fee or as a service or privilege for clients, customers, suppliers, residents or others.
PARKING SPACE
An accommodation within a parking area for a motor vehicle which shall be a minimum of 10 feet in width measured perpendicular to the axis of the length and having a minimum length of 20 feet.
PAVEMENT
Any ground area which has been sufficiently graded with rolled or compacted cinders, gravel, stone or other approved dustless nonabsorbent materials to provide a firm base for the intended use. Driveway pavement shall consist of a firm base course of stone covered with bituminous or portland cement concrete in accordance with acceptable standards.
PROFESSIONAL OFFICE
An establishment primarily engaged in providing professional business services to other individuals and businesses, not including any form of healing or health-building services to humans or animals. Professional office uses are generally categorized into professional business establishments that customarily occupy standard office space, do not require outdoor storage of supplies or use of vehicles other than automobiles and small vans, and the practice of which may or may not be regulated and/or licensed by New Jersey law. Examples of these business establishments include, but are not limited to, the offices of accountants, appraisers, architects, attorneys, engineers (but not including laboratories or facilities involving testing or treatment of products or instruments), real estate, insurance, and investment brokers, consultants, and agents, the offices of advertising agencies and consultants, business and management consultants, administrative services, and travel agents. It may also include shared office space for any of the aforementioned business establishments and headquarter and satellite office space.

RESIDENCE/RESIDING/RESIDENCY
A lawfully existing building or structure located in the Borough in which place a person has and maintains his or her legal, primary and permanent domicile.

RESTAURANT
An establishment selling food and/or drink mainly consumed on premises with or without wait service.

SCHOOL
Any building or part thereof that is designated, constructed or used for education or instruction in any branch of knowledge.

SIGN
Any device, display or illustration used for the purpose of bringing the subject to which it is appurtenant to the attention of the public or used to promote or advertise the interests of any person, entity, group of persons or entities or product which is viewed from the outdoors, and the same shall include illustrations or devices painted on or attached to inoperable vehicles when such vehicles are located in view of the public for advertising purposes. The term "sign" shall not include the following:
A. 
Any flag or insignia of any government or governmental agency when displayed in accordance with regulations of such government or governmental agency.
B. 
Any official traffic control device or traffic control device authorized by the appropriate government or governmental agency.
C. 
Any display of merchandise or animated display located wholly within a show window.
SINGLE OWNERSHIP
Ownership in or of all or any part of one separate lot or parcel of real property by one person individually or by two or more persons in common, jointly, by the entirety, as a partner with others or as a stockholder or member of a corporation or other entity so holding, whereby any such person, persons or entity owns no other adjoining real property.
STORY
That portion of a building included between the surface of any floor and the surface of the floor next above it, or, if there is no floor above it, then the space between the floor and the ceiling or roof next above it.
STREET
A public or private thoroughfare or way which affords the principal means of access to an abutting property.
STRUCTURE
Any material or combination of materials constructed or erected, whether portable, prefabricated, sectional or otherwise, which is located on, above or in the ground or attached to something having such location. The word "structure" shall include the word "building." Unless otherwise permitted in this chapter, all zone district requirements shall apply equally to structures and buildings.
YARD
An open space on a lot lying between a property line and the nearest point of the foundation of the principal building on such lot. A measurement defining the size of a yard shall be on a line perpendicular to the property line.
A. 
FRONT YARDThat space on the same lot with a principal building situated between the front street line or lines and the front line of the building projected to the lot side line. The depth of the front yard shall be measured along a line perpendicular to the front lot line from the nearest point of the foundation of the structure or building nearest to such lot line.
B. 
REAR YARDThat space on the same lot with a principal building situated between the rear lot line or lines and the rear building line extended in both directions to the lot side lines. The depth of the rear yard shall be measured along a line perpendicular to the rear lot line from the nearest point of the foundation of the structure or building nearest to such lot line. For a triangular rear yard, the measurement shall be considered to be the distance from the intersection of the two side lot lines and the rear building line extending in both directions and perpendicular thereto.
C. 
SIDE YARDThat space on the same lot with a principal building situated between the side line of the building and the adjacent side line of the lot extending from the front yard to the rear yard. The width of the side yard shall be measured along a line perpendicular to the side lot line from the nearest point of the foundation of the structure or building nearest to such lot line.
D. 
CORNER LOT SIDE YARDThat space on the same lot with a principal building situated between the side line of the building and the side street lot line extending from the front building line to the rear lot line.
