A.
A salaried employee injured in the performance of
his duties shall receive full salary payments during his absence in
accordance with the sick leave schedule for personal illness; however,
such time shall not be charged against his personal sick leave. When
payment under workmen's compensation is made to the employee, the
Township shall pay the employee the difference between the compensation
payment and his full pay during the period of his allowable sick leave.
B.
Any employee on sick leave and receiving his normal
compensation who, in addition, qualifies for payments under workmen's
compensation weekly benefits shall, during the period he is receiving
weekly benefits, be entitled only to that portion of his regular salary
which, with the workmen's compensation payments, equals his normal
salary. The employee shall reimburse the Township for moneys received
as workmen's compensation, temporary benefits or from legal settlement
or judgment against the person or persons responsible for the injury.
C.
In the event that any employee shall not have accumulated
sick leave at the time of the disability and in the event that any
such accumulated sick leave shall be exhausted before the termination
of the disability, the governing body shall review the condition and
circumstances and fix and determine the amount of additional compensation,
if any, to be paid to the employee during the remainder of the disability.
D.
All employees who shall be disabled either through
injury or illness as a result of or arising from their respective
employment shall submit themselves for examination by any one of the
panel of doctors made available by the insurance company which carries
the workmen's compensation insurance on the Township employees. The
Township shall in no event be liable for the payment of any medical
services rendered to a disabled employee by any doctor other than
a member of the workmen's compensation panel. Every employee who shall
be disabled either through injury or illness so as to be physically
unfit for duty shall give notice in writing to the head of the department
in which he is employed. The employee shall submit to an examination
by a physician designated by the Municipal Administrator, who shall
report and certify the nature and extent of the disability.
E.
A leave of absence without pay may be requested by
any employee of the Township by submitting the reasons for the requested
leave in writing to his department head. Requests shall require the
approval of the governing body and will usually not exceed a six-month
period.

Any full-time employee who is a member of the
National Guard or Reserve components of the military or naval service
of the United States and is required to perform active duty for training
periods shall be granted a leave of absence with pay for the period
of such training. When an employee not on probation has been called
to active duty or inducted into the military or naval forces of the
United States, he shall automatically be granted an indefinite leave
of absence without pay for the duration of such active military service.
However, in order that the employee may be reinstated without loss
of privileges or seniority, he must report for duty with the Township
within 90 days following his honorable discharge from the military
service, except as provided in N.J.S.A. 40A:9-159. In times of national
emergency, the Township Committee shall grant a leave of absence with
pay for up to 90 days.
A full-time employee may be granted leave, without
pay, for a period not exceeding one year for specific personal reasons
or other reasons deemed in the best interest of the Township, when
recommended by the department head and Township Administrator and
approved by the Township Committee. Applications for leave without
pay must be submitted in advance, in writing, to the employee's department
head, setting forth the employee's reason for requesting such leave.
In approving the request for a leave of absence, the Township Committee
may permit all or any portion of the benefits that the employee receives
from the Township to continue, provided that direct payment is made
by the employee to the Township for the cost of the benefits. The
Township Committee, in approving the request, may establish other
terms and conditions. Nothing herein shall prevent the Township Committee,
in its sole discretion, from approving or disapproving a request for
leave of absence.
A full-time employee who is subpoenaed as a
witness in a civil or criminal case not involving him in his capacity
as a Township employee or an employee who is called and serves on
a jury may be granted paid leave for that period of time in which
he is officially involved with the Court in such capacity.

A.
In the event of death of the employee's spouse, domestic partner
or child, the employee shall be granted time off without loss of pay
from the date of death not to exceed five consecutive working days
from the day of death. An additional five days of sick leave may be
used for bereavement leave in the event of the death of an employee's
spouse, domestic partner or child.
B.
In the event of the death of an employee's other immediate family,
the employee shall be granted time off without loss of pay from the
date of death. Such leave shall not exceed five consecutive working
days. The term "immediate family" shall include parent, brother, sister,
and corresponding in-law relationships, as well as grandchild.
C.
In the event of the death of an employee's grandparent, an employee
shall be granted time off without loss of pay from the date of death;
such leave shall not exceed three consecutive days.
D.
In the event of the death of an aunt, uncle, niece or nephew, an
employee shall be entitled to one day bereavement with pay.
E.
All requests for leave pursuant to this section must be granted upon
approval of the employee's department head.
F.
The Township may require verification of death.

A.
Full-time employees not represented by a collective
bargaining unit shall be authorized an educational reimbursement allowance
for 100% of the cost of required tuition, fees, and books for enrollment
at a recognized, accredited college or university in New Jersey. Tuition
and fees, for this calculation, shall not exceed those charged by
New Jersey's state college system.
B.
This allowance shall be only for college courses preapproved
by the Township Administrator and for which provision was made in
the annual budget. Reimbursement shall normally be authorized for
all courses leading to a degree and for which credits, transferable
to other institutions of higher learning, are given. Approved courses
shall not exceed two at any given time. A passing grade shall be required
for each course qualifying for reimbursement.
C.
Department heads shall be eligible for leave and reimbursement
of allowance expenses for attendance expenses at conventions and professional
training or association business to the extent that such training
is provided for in the annual budget and that such leave, in the opinion
of the Township Administrator, does not unduly impair the functions
of the Department. The Township Administrator may authorize department
heads to attend one international, national, or state conference or
convention sponsored by their representative professional association.
The Township Committee shall consider and decide appeals of the Administrator's
decisions as well as subsequent conference and training leave requests
submitted by department heads. Authorized leave for schooling, training,
or association business may be with full pay, partial pay or unpaid
as determined by the Township Administrator. Department heads may
appeal such determinations to the Township Committee.
D.
Other employees shall be eligible for such training
and leave as their department heads and the administrator may deem
appropriate, not inconsistent with any collective bargaining agreement
that may apply.
E.
Department heads and full-time nonunion supervisory,
managerial, executive and confidential employees shall be eligible
for a college incentive allowance of $500, prorated annually, for
an associate degree; $1,000, prorated annually, for a bachelor degree;
and $1,500, prorated annualy, for a master's degree, unless their
employment agreement contains an alternate stipulation.

F.
The Township shall provide paid leave and pay the
costs of any training required by the state for all employees to continue
in their current position.
G.
The Chief of Police shall be granted a budget on a
yearly basis for educational and training courses for police officers
and will determine which courses officers will take each year. The
Chief of Police will prepare a report for the Township Committee,
on a quarterly basis, a Department plan outlining all police training
courses and seminars required and approved by the Chief of Police
and undergraduate college level courses approved by the Chief of Police
under the Township's College Incentive Program.

An employee who is to be absent from duty shall
report the reason therefor to his supervisor by 10:00 a.m. of that
workday. All unauthorized and unreported absences shall be considered
absence without leave, and deduction of pay shall be made for such
period of absence. Absence without leave for three or more days or
part thereof shall be grounds for immediate dismissal from the Township
service.
