The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.

A. 
No person shall park a vehicle at any time upon any of the streets or parts thereof described in § 133-32.
B. 
No person shall park a vehicle at any time upon any of the streets or parts thereof described in § 133-32.1. Violation hereof may result in the offending vehicle's being towed away and stored at the owner's expense.
A. 
No person shall park or store a vehicle on any of the streets, avenues or public highways within the Borough between the hours of 4:00 a.m. to 6:00 a.m. from November 1 to April 1.

B. 
No person shall park a vehicle between the hours specified in Schedule II of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in said Schedule II, attached to and made a part of this chapter.
No person shall stop or stand a vehicle during the times specified in Schedule III of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in said Schedule III, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule IV at any time between the hours listed in said Schedule IV of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedule IV, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule V, attached to and made a part of this chapter, except at the angle designated and only within the painted white stall lines.

A. 
Pursuant to the provisions of N.J.S.A. 39:4-205 and 39:4-206, the locations described in Schedule VI of this chapter are hereby designated as restricted parking spaces.
B. 
No owner or operator of a premises having parking spaces reserved for handicapped drivers and no tenant, contractor or other person may block access to said spaces by the plowing and/or placement of snow thereon.

The following special parking areas are hereby created, with their respective parking restrictions, for those areas or locations described in Schedule VIA. All spaces so designated shall be marked accordingly.
A. 
Visitor parking. Parking spaces so designated shall be for the exclusive use of visitors, and persons otherwise authorized to park on the premises are hereby prohibited from occupying said spaces.
B. 
Permit parking.

(1) 
Parking spaces so designated shall be for the exclusive use of those individuals who have obtained and properly displayed the appropriate parking permit from the person or organization having control of the premises.
(2) 
Parking permits for municipal parking lots or areas shall be obtained from the Borough Clerk in accordance with the fees established therefor in Chapter 82, Fees.
(a) 
Applications will be made on a form provided by the Clerk and submitted at any time during regular business hours. Applications shall be accompanied by proof of current motor vehicle registration indicating the applicant is a resident of the Borough of Stanhope.
(b) 
Upon proper application and payment of fees, the Clerk shall issue a decal that must be displayed on the rearmost driver's side window. Decals shall have written thereon, as a minimum, "Borough of Stanhope Parking Permit" and the calendar year for which they are issued.

(c) 
Permits are not transferable; however, a resident who has purchased a replacement vehicle may transfer his permit to said vehicle during the period for which the permit is valid upon proof that the original decal has been removed and upon payment of the transfer fee as provided in Chapter 82, Fees.
(d) 
Permits shall be issued for a calendar year, effective January 1 through December 31. The fee for said permit shall be reduced by 1/2 if the permit is purchased on or after July 1 of any given year, but will not be otherwise prorated and is not refundable.
(e) 
The issuance of a permit shall not guarantee the availability of a parking space; it does not reserve a space.
C. 
Reserved parking. Parking spaces so designated shall be for the exclusive use of those persons for whom parking has been specifically reserved.
D. 
School bus parking. Parking spaces so designated shall be for the exclusive use of school buses.
E. 
Ambulance parking. Parking spaces so designated shall be for the exclusive use of members of the local ambulance squad.
