A.
No person shall carry on the business of bill posting
and distributing or sign advertising, which shall be construed to
cover the act of going upon any of the public streets or into residences
or places of business for the purpose of circulating advertisements
of any kind or of posting or painting advertisements of any nature
whatsoever, except notices required by law, without a license for
such purpose.
B.
The annual license fee shall be as set from time to
time by resolution of the Board of Trustees.
C.
Each person licensed hereunder shall file a bond in
the amount of $1,000, conditioned for the faithful observance of the
laws and ordinances relating to bill posting, distributing and sign
advertising.
Bill posters and sign advertisers shall wear
conspicuously a badge bearing the license number and the words "licensed
advertiser" and shall procure and exhibit in a conspicuous place upon
every vehicle used in said business a sign, issued annually by the
Town/Village Clerk-Treasurer, bearing the year, license number and
name of business.
A.
Religious, charitable or political organizations may
be granted permission, in writing, by the Town/Village Clerk-Treasurer
to advertise a meeting without securing the license described in this
chapter.
B.
Any person residing in and transacting business in
the Town/Village may be granted permission, in writing, by the Town/Village
Clerk-Treasurer to advertise, distribute advertisements or sell products
of the business in which he is directly engaged from house to house
or store to store without securing the license described in this chapter.
Any person who shall violate any of the provisions
of this chapter shall, upon conviction, be punishable by a fine of
not more than $250 or by imprisonment for a term of not more than
15 days, or by both such fine and imprisonment, for each violation.
