The Superintendent of Public Works or the Chief of Police shall have the right to declare a snow emergency when there is an accumulation of three or more inches of snow on any street or highway. No motor vehicle shall thereafter be parked on any street or highway after there has been a declaration of a snow emergency, and any vehicle so parked in violation thereof is subject to removal without notice to the owner. The declaration shall be in writing and filed with the Clerk-Treasurer within 48 hours after the declaration of a snow emergency has been made. It shall be signed by the declarant, and it shall state the exact date and time when the snow emergency became effective.
