The City Council may erect and maintain traffic control devices designating residence and business districts, railway grade crossings and such other traffic control devices as may be deemed necessary to carry out the provisions of this article, and such additional traffic control devices as may be appropriate to give notice of parking and other special regulations. Parking and other special regulations shall not be enforceable against any alleged violation if, at the time and place of the alleged violation, an appropriate traffic control device giving notice thereof is not in proper position and sufficiently legible to be seen by an ordinarily observant person.
