The Township Council hereby makes the following declarations:
A. 
That N.J.S.A. 40:23-6.26 through 40:23-6.29 provides that the Board of Chosen Freeholders of a county may provide for the entering into of a contract with any municipality to provide for the furnishing by the county of any service or facility which the municipality may otherwise furnish or provide to its residents, said contract to be for a term not in excess of 10 years and to contain certain terms and conditions.
B. 
That N.J.S.A. 40A:11-9 through 40A:11-11 provides that the governing bodies of two or more contracting units may provide by joint agreement for the purchase of materials and supplies and may designate a joint purchasing agent who shall be responsible for public advertising for bids.
C. 
That the County of Burlington has requested the Township of Evesham to participate in a joint public bidding and cooperative purchasing program, whereby the Township of Evesham designates the office of County Purchasing Agent to solicit public bids to determine prices of commodities, selective numbers of which are purchased by the municipality directly from the low bidder, said purchasing program being operated in accordance with the terms and conditions of a form of an agreement entitled, "Agreement to Provide Municipality with Voluntary Joint Public Bidding and Cooperative Purchasing Services," which is on file in the office of the Township Clerk and available for public inspection during regular business hours.
The Township Council, for the aforementioned reasons, hereby agrees to participate in the joint public bidding and cooperative purchasing program and hereby designates Burlington County, by way of the Office of County Purchasing Agent, to solicit bids and provide other administrative services with respect to the public bidding process, said participation, designation and rendering of administrative services being in accordance with the terms and conditions of the aforementioned agreement.
