The Charter, the ordinances and certain resolutions of the Town of Rock Hall, of a general and permanent nature, adopted by the Mayor and Council of the Town of Rock Hall 8-10-1979 by Ord. No. 79-6, as revised, codified and consolidated into chapters and sections by General Code Publishers Corp. as set forth below, and as now renumbered to consist of the Charter and Chapters 1 through 225, together with an Appendix, are hereby approved, adopted, ordained and enacted as the "Code of the Town of Rock Hall," hereinafter known and referred to as the "Code."

The following changes are hereby adopted as part of the process of republication:
A. 
References to the Maryland Statutes are revised to cite the current provisions.
B. 
In Chapter 15, Ethics, §§ 15-1K and 15-4B(11) are added to read "Town Manager."
C. 
In Chapter 20, Investment Policy, § 20-5A is amended to change the words "county's cash balances" to "town's cash balances" in the first sentence thereof.
D. 
In Chapter 49, Retirement Plan, § 49-2A is amended to add the words "or a comparable plan or plans" to the first sentence thereof.
E. 
Chapter 59, Town Manager, is amended in its entirety to change the term "Town Administrator" to "Town Manager," wherever it appeared therein.
F. 
In Chapter 94, Dogs and Other Animals, Article II, Animals at Large, § 94-13B(2) is added to read as follows:
(2) Regardless of the proper removal of waste pursuant to § 94-13B(1) above, the Mayor and Council are authorized to declare certain public areas (i.e., beach) off limits to dogs and other animals, if said declaration is so designated and so posted. Violators of this subsection shall be subject to the penalties in § 94-14.
In addition to those ordinances or parts of ordinances expressly saved from repeal in Article I, § 1-13, above, the following ordinances, rights and obligations are hereby expressly saved from repeal:
A. 
The Floodplain Management Ordinance of the Town of Rock Hall, adopted 5-21-1992 by Ord. No. 92-5, and any amendments thereto.
B. 
The Forest Conservation Act, adopted 2-4-1993 by Ord. No. 93-1, effective February 24, 1993, and any amendments thereto. (The Kent County Office of Planning has agreed to enforce the ordinance for the town.)
