The following rules are adopted for the vote of the Mayor:
A.
The Mayor (or Vice Mayor in the Mayor's absence),
as President of the Council, shall preside at all meetings of the Mayor and
Council and Utilities Board.
B.
The President of the Council shall not make any motions
or second any motions.
C.
The President of the Council shall be entitled to vote
on any issue brought before the Council or Utilities Board.
