There shall be created a Board known as the "Rock Hall Utilities Board."
The Board shall consist of five members. Membership on the Board shall
include the Mayor and Council of the Town of Rock Hall, and the terms of office
of said members shall be coterminous with those of the Mayor and Council.
The members of the Rock Hall Utilities Board shall serve without compensation.
A.
The Utilities Board shall be charged with the duty of
administering and enforcing the rules and regulations of the sewer and water
systems of the town and shall be charged with the collection of all sewer
and water rates in the town.
B.
Sewer allocation requests shall be reviewed by the Town
Manager. Allocations for single-family dwelling units or commercial establishments
requiring an allocation not exceeding 300 gallons per day may be approved
by the Town Manager. All other allocation requests shall be forwarded to the
Utilities Board for action.

The Utilities Board shall annually present to the Mayor and Council
the proposed budget for the ensuing year for the operation and maintenance
of the sewer and water systems and shall recommend to the Mayor and Council
vouchers for expenses of the Utilities Board to be approved.
