§ 102-1 Schedule of fees. [1]

A. The following schedule of fees is hereby established with respect to licenses, permits and activities required or regulated under the provisions of various chapters of the Code of the Town of Rock Hall. Applications for and the issuance of such licenses and permits shall be subject to the provisions of the specific chapter of the Code which is indicated for each type of license or permit. The businesses, activity or operation for which the license or permit is required shall be subject to all regulations set forth in the chapter to which reference is made.

(1) Chapter 81, Building Construction.

(a) Building and zoning permit fees, costs and charges:

[a] Filing fee (for all projects requiring a building permit): $45.

[v] Other minor miscellaneous project types as determined by Zoning Administrator: $50.

[b] Major project zoning permits:

[i] Solar array: $100.

[ii] Critical area lot coverage (e.g., patios and walkways): $100.

[iii] Piers: $100.

[iv] Pole buildings, garage: $100.

[v] Pole buildings, garage in the critical area: $150.

[vi] Residential additions and structural alterations: $100.

[vii] New residential building, site development: $200.

[viii] New residential building, site development in the critical area: $250.

[ix] Nonresidential addition, structural alterations: $100.

[x] New nonresidential building, site development: $300.

[xi] New nonresidential building, site development in the critical area: $350.

[xii] Other site improvements: $200.

[xiii] Other site improvements in the critical area: $250.

[c] Special zoning permits:

[i] Use permit (required when changing the use of a building or site): $50.

[ii] Demolition permit, single-family residential site: $50.

[iii] Demolition permit, other uses: $100.

[iv] Certificate of occupancy, residential per dwelling unit: $75.

[v] Certificate of occupancy, nonresidential, under 2,500 square feet: $200.

[vi] Certificate of occupancy, nonresidential, 2,250 to 20,000 square feet: $300.

[vii] Certificate of occupancy, nonresidential, over 20,000 square feet: $500.

(b) Sediment and erosion fees, costs and charges:

[1] Filing fee: $250.

[2] Review fee: $2,000.

[3] Cost of inspection: To be billed separately to developer.

(c) Stormwater management fees, costs and charges:

[1] Filing fee: $250.

[2] Concept plan review: $1,200.

[3] Preliminary plan review: $2,000.

[4] Final plan review: $1,200.

[5] Combination plan review fee (allowed for projects with less than 15% lot coverage): $2,000.

[6] Stormwater management plan as-built certification: $250.

[7] Cost of inspection: To be billed separately to developer.

(d) Public Works permit fees, costs and charges:

[1] Minor permit: $100.

[2] Major permit: $250.

[3] Public Works agreement: $500.

[4] Professional and legal costs incurred by the Town: Billed separately to applicant.

(2) Chapter 106, Fences.

(a) Fence permit fee: $50.

(3) Chapter 125, Garbage, Rubbish and Waste.

(a) License fee to collect garbage per year:

[1] Residential: $25.

[2] Commercial: $40.

(b) Bulk trash collection fees:

[1] Per stop: $10;

[2] Plus white good with fluorocarbon, per item (refrigerators, freezers, air conditioners and water coolers): $15;

[3] Plus other white good, per item: $10;

[4] Plus furniture, mattress or box spring, per item: $5;

[5] Plus tires:

[a] Passenger tire (< R-15), per tire: $3.

[b] Passenger and light truck (> R-15), per tire: $5.

[c] Heavy-duty truck, per tire: $8.

[d] Over the road tire, prorated to the pound: $400 per ton.

[e] Tires with water or other foreign matter (mud, polyfill, etc.) and tires on rims will be accepted at twice the regular charge.

(c) Plus other items, per box, bundle, package, etc.:

[1] Not exceeding 50 pounds per item: $2.50.

[2] Exceeding 50 pounds per item: $2.50;

[3] Plus for each additional pound: $1.

(4) Chapter 155, Noise.

(a) Excavating, grading, paving, erection, demolition, alteration or repair of premises, street, buildings or structures during the hours specified in § 155-2J: $10.

(5) Chapter 167, Plumbing.

(a) Plumbing fixtures, up to five fixtures: $15.

(b) Extra plumbing fixtures, over five installed on same permit: $4 each.

(c) Appliances: $7.50 each.

(d) Heating and air conditioning (Construction value shall be based on "Means Construction Cost Index," current edition, as published by McGraw-Hill, Inc.):

[1] First $1,000: $5.

[2] Each additional $1,000 or fraction thereof: $3.

(e) Fire sprinkler, standpipes, lawn sprinkler systems (Construction value shall be based on "Means Construction Cost Index," current edition, as published by McGraw-Hill, Inc.):

[1] First $1,000 and each additional $1,000 or fraction thereof: $6.50.

(f) Sewer connection:

[1] Four-inch single sewer connection: $7,500.

[2] Six-inch single sewer connection: $13,125.

[3] Eight-inch single sewer connection: $18,750.

[4] Over eight inches: per agreement.

(g) Single water connection:

[1] Three-fourths-inch: $7,500.

[2] One-inch: $9,000.

[3] One-and-one-half inch: $10,500.

[4] Two-inch: $12,000.

[5] Two-and-one-half inch: $13,500.

[6] Three-inch: $15,000.

[7] Four-inch: $18,000.

[8] Six-inch: $21,000.

[9] Over six inches: per agreement.

(h) Multiple dwellings, per unit: $1,000. Multiple dwellings are those dwellings that have one meter but individual dwelling units, such as apartments, hotels, motels, approved mobile home parks and travel trailer campgrounds.

(i) A single charge for sewer/water shall be used for marinas and tiered dry rack storage facilities as such; every 10 slips/berths shall be considered a single unit.

(6) Chapter 184, Sewers.

(a) The sewer charge will be two times that of the water charge, effective July 1, 1994.

(b) The following application fees for the purchase of sewer allocations are adopted as follows:

[1] Site plans:

[a] Multiple-family dwellings, per unit: $400.

[b] Townhouses, per unit: $400.

[c] Hotels, motels and motor lodges, rooming and boarding houses, per transient lodging unit or rental unit: $400.

[2] Subdivision:

[a] Residential, per dwelling unit: $400.

[b] Detached, single-family dwelling (fill-in-lots), per unit: $200.

[c] Group homes/domiciliary care homes, per lodging unit: $400.

[d] Bed-and-breakfast facilities, per sleeping room: $200.

[e] Any nonresidential entity not listed above, per gallon of allocation required: $0.75.

(c) Sewer impact fee: $2,000.

[2] Editor's Note: This ordinance also redesignated former Subsection A(6)(c) as Subsection A(6)(d).

(d) All other current sewer rates and charges are on file in the office of the Town Clerk.

(7) Chapter 196, Streets and Sidewalks.

(a) Minimum cost for clearing and removing snow and ice by the Town: at cost plus 15% administrative fee; minimum of $50.

(8) Chapter 200, Subdivision of Land.

(a) Subdivision, preliminary plat:

[1] Filing fee: $500.

[2] Per lot: $200.

(b) Subdivision, final plat:

[1] Filing fee: $500.

[2] Per lot: $100.

(c) Lot line adjustment, addition and correction plats: $250.

(9) Chapter 215, Vehicles and Traffic.

(a) Towing charge: at cost plus 15% administrative fee; minimum $50.

(b) Storage charge: at cost plus 15% administrative fee; minimum $20.

(10) Chapter 220, Water.

(11) Chapter 121, Forest Conservation.

(a) Critical area, forest conservation and related fees, costs and charges.

[1] Critical area buffer management plan, simplified: $100.

[2] Critical area buffer management plan: $500.

[3] Tree removal (outside buffer/buffer exempt area): $0.

[4] Forest conservation plan, reforestation, afforestation or amendment thereof: $500.

B. Zoning fees.

(1) Board of Appeals:

(a) Appeal to the Board of Appeals: $250.

(b) Variance: $250.

(c) Special exception/conditional use: $250.

(d) Nonconforming use determination: $250.

(e) Other applications to, or appearances before, the Board of Appeals: $250.

(2) Site plans:

(a) Filing fee: $250, plus review costs set forth in Subsection B(2)(c) through (g) below.

(b) Filing fee (in critical area): $500, plus review costs set forth in Subsection B(2)(c) through (g) below.

(c) Preliminary site plan review, nonresidential and mixed-use buildings/uses:

[1] Under 2,500 square feet: $1,200.

[2] From 2,500 to 20,000 square feet: $2,400.

[3] Over 20,000 square feet: $4,800.

(d) Preliminary site plan review: Single-family, residential accessory buildings over 650 square feet: $1,200.

(e) Preliminary site plan review: Residential site plans under 10 dwelling units: $2,400.

(f) Preliminary plan review: Residential site plans 10 or more dwelling units $4,800.

(g) Final site plan review:

[1] Single-family, residential accessory buildings over 650 square feet: $250.

[2] Other buildings/uses: $500.

(h) Amendments to site plan: $500.

(i) Extensions of approved site plan: $500.

(3) Administrative fees:

(a) Zoning Map amendment: $1,200.

(b) Zoning text amendment: $500.

(c) Floodplain Ordinance variance: $250.

(d) Annexation:

[1] Filing fee: $2,000.

[2] Processing fee: Actual costs incurred by the Town will be billed to the petitioner(s), including legal and other professional costs.
