It shall be unlawful for any owner or keeper of any dog to permit the same to run at large within the corporate limits of the Town of Snow Hill. The term "at large" as used herein shall be defined as follows: any dog off the premises of its owner or keeper and not on a leash and accompanied by its owner or keeper, except when the dog is engaged in supervised training, competition or exhibition and the person accompanying the dog can demonstrate their ability to control the dog. The term "at large" as used herein shall not include unleashed dogs that are under the supervision and control of their owner or keeper while within the confines of the Snow Hill Dog Park as provided in the Snow Hill Code § 48-8.
The Police Department of the Town of Snow Hill or any peace officer may enforce the provisions of § 48-1 of this chapter.
Any owner or keeper responsible for any dog found running at large, as defined in § 48-1 of this chapter, shall be deemed guilty of a misdemeanor and, on conviction thereof, shall be subject to a fine up to $500 and/or incarcerated up to 30 days in jail, plus court costs.
