This chapter establishes minimum standards governing
the conditions and maintenance of residential premises essential to make them
safe, sanitary and fit for human habitation; fixing certain responsibilities
and duties; authorizing the inspection of units; establishing a Housing Review
Board; and providing penalties for violations of this chapter.
B.Â
This chapter, known as the "Snow Hill Housing Code,"
and the provisions therein contained are hereby adopted for regulating the
minimum standards governing the conditions and maintenance of habitable premises.
This code shall be known and may be cited and referred to as the "Snow
Hill Housing Code."
This code is to protect the public health, safety and welfare in all
existing and new residential premises as hereinafter provided by:

Establishing minimum standards for all habitable structures
and premises for basic equipment and facilities for light, ventilation, space
heating and sanitation; for safety from fire; for space, use and location;
and for safe and sanitary maintenance of all structures now in existence.
B.Â
Fixing the responsibilities of owners, operators and
occupants of all habitable structures.
C.Â
Providing for administration, enforcement and penalties.
