A. 
Building permits.
(1) 
Residential building permit fees.
(a) 
The minimum charge for a building permit issued pursuant to the applicable Building Code of the Town of Snow Hill shall be established at $60. This includes any revisions.
(b) 
The total fee for a building permit for a one- or two-family dwelling (including modular and industrialized and construction) shall be based upon the following formulas:

Livable square footage of the building multiplied by the national average cost per square foot (currently estimated at $85 per square foot), multiplied by 0.45% with $75 of the fee being nonrefundable in the event that the permit is not utilized. The construction fee may be reviewed and adjusted annually in light of changing construction costs for the Town of Snow Hill.

Garages, covered decks and other attached covered area considered as nonlivable areas shall be calculated as square footage multiplied by the national average cost per square foot (currently estimated at $35 per square foot) multiplied by 0.405%.

Open decks shall be calculated as square footage multiplied by $22 multiplied by 0.405%.
[Example: Stick-built house with attached garage and uncovered deck:
House (28 feet by 64 feet) livable area: 1,792 square feet x $85 x 0.45% = $685.44.
Attached garage (28 feet by 24 feet): livable area: 672 square feet x $35 x 0.405% = $95.26.
Enclosed porches and roofed-over decks:
Attached open deck (30 feet by 16 feet): 480 square feet x $22 x 0.405% = $42.77.

Electric permit fees. The Town of Snow Hill does not perform electrical inspections. The owner/applicant will be required to contact an outside inspection agency for all electrical inspections. In order to read all meters in an orderly and efficient manner, water meters may be read up to 30 days before or 30 days after the end of each billing period.
D. 
Water hookup fees.
(1) 
Single-family dwellings: $3,500 (includes cost of service to the property line and the water meter).
(2) 
Multifamily dwellings (includes condominiums, townhouses, apartments and subdivisions): $3,500 per dwelling unit plus all costs to extend the service to the property line. (This fee includes the cost of one water meter per dwelling unit.)
(3) 
Nondwelling (includes all business and commercial buildings, shopping centers, churches, schools and all nondwelling buildings except warehouses, restaurants and fast-food establishments. One meter per building is required):
(a) 
If the square footage of the building is between zero and 3,000 square feet: $3,500, plus the cost of the water meter, plus the cost of installing the water meter, plus 1/2 of the cost to connect normal service and extend same to the property line.
(b) 
If the square footage of the building is between 3,000 and 6,000 square feet: $6,500, plus the cost of the water meter, plus the cost of installing the water meter, plus 1/2 of the cost to connect normal service and extend same to the property line.
(c) 
If the square footage of the building is between 6,000 and 10,000 square feet: $12,500 plus the cost of the water meter, plus the cost of installing the water meter, plus 1/2 of the cost to connect normal service and extend same to the property line.
(d) 
If the square footage of the building is between 10,000 and 20,000 square feet: $15,800 plus the cost of the water meter, plus the cost of installing the water meter, plus 1/2 of the cost to connect normal service and extend same to the property line.
(e) 
If the square footage of the building is over 20,000 square feet: $19,100 plus the cost of the water meter, plus the cost of installing the water meter, plus 1/2 of the cost to connect normal service and extend same to the property line.
(4) 
Restaurants and fast-food establishments (one meter per building is required):
(a) 
For zero to 15 seats: $3,500, plus the cost of the water meter, plus the cost of installing the water meter, plus 1/2 of the cost to connect normal service and extend same to the property line.
(b) 
For each additional increment of 15 seats or portion thereof: $3,500.
(5) 
Laundromats (one meter per building is required): $1,750 (1/2 of the residential rate in force at the time) for each equivalent dwelling unit of water usage, to be determined by dividing 300 gallons per day equivalent dwelling rate into the total number of gallons of water per day to be used by the facility. Such usage shall be evidenced by industry standards or manufacturer's specifications for the machines to be installed, or other means of documentation satisfactory to the Town and approved by the Town's consulting engineer. The provision of such satisfactory documentary evidence shall be the responsibility of the owner, proprietor or developer of the proposed facility.
(6) 
Warehouses (one meter per building is required): $3,500 plus the cost of the water meter, plus the cost of installing the water meter, plus 1/2 of the cost to connect normal service and extend same to the property line. However, if the structure includes office space, additional fees will be assessed based upon the square footage delineated in Subsection D(3) above.
(7) 
In the event that a dwelling, multifamily dwelling, nondwelling or restaurant and fast-food establishment as defined above is modified to a greater use, then the hookup charge will be computed as stated above with a credit given for the preexisting condition of the building.

The fee reduction shall expire on its own terms ending June 30, 2022 and the water and sewer hookup fee in effect as of the passage of this resolution will become effective.

E. 
Late payment charges. Water bills not paid within 30 days shall be assessed a penalty of 1.5% of balance due and 1.5% each 30 days thereafter.
F. 
Billing period shall be as follows:

Western district: January, April, July and October.
(2) 
Central district: February, May, August and November.
(3) 
Eastern district: March, June, September and December.
