The Sheriff shall submit to the County Council annual budget requests to fund operation of the Talbot County Sheriff's Department. The budget requests shall be in a form acceptable to the County Manager and the Council, shall contain such supporting or additional information as may be requested, and shall be submitted on the timetable required of department heads of County government. All funding for operation of the Sheriff's Department shall be retained under the direct control of the Finance Officer, who shall be responsible for disbursement of same.

All fees and charges in civil and criminal cases to which the Sheriff is entitled by law shall be collected for and paid to the Finance Officer. Fees collected by the Sheriff shall be remitted to the Finance Officer at least monthly, together with an itemized account of all such fees in a form acceptable to the Finance Officer, indicating their source and amount and such other information as may be required. In addition, the Finance Office shall collect and receive all funds which represent payments due or owing to the Sheriff's Department from the Clerk of the Circuit Court for Talbot County and from the Clerk of the District Court of Maryland for Talbot County in accordance with any administrative or accounting requirements established by the respective courts. In the absence of any such administrative or accounting requirements, these fees shall be remitted monthly.[1]

The County Council of Talbot County shall provide the Sheriff and his deputies with an office and furnish heat, light, telephones, books, stationery, computers, files, postage stamps and all other supplies and equipment necessary for the office. The County Council shall provide the Sheriff with necessary transportation and may purchase, maintain and insure a vehicle or vehicles and equipment and automotive communication equipment to serve those purposes. Prior approval of the County Council must be granted before the purchase of any such automobile or office equipment, and the vehicles shall not leave the County except on official business.[1]

The County Council of Talbot County shall make provision by appropriation in its annual levy from year to year for sufficient funds to pay the salaries and expenses hereinbefore provided for and may reimburse the Sheriff for actual expenses paid out in the course of his official duties and necessarily expended where circumstances did not warrant the obtention of prior approval from the County Council.[1]

The salary of the Sheriff of Talbot County shall be established at the beginning of each term at the starting rate of $115,000 annually, to include any cumulative cost-of-living and/or step salary increases that the governing body of Talbot County may grant to County employees. Upon reelection of an incumbent, their then-existing salary shall not rebase to the starting rate. Once established, the salary of the Sheriff shall not be increased, except for cumulative cost-of-living and/or step salary adjustments, or decreased, during the remainder of the four-year term of office.

In accordance with Article III, Section 35, of the Maryland Constitution, any increase or decrease in compensation is to become effective for the Sheriff’s term beginning in or after the year 2022.
