The County Council of Wicomico County is hereby authorized and empowered to erect and maintain two drawbridges in Salisbury over the south prong of the Wicomico River, one at a point where said prong is crossed by Camden Street, the other where said prong is crossed by Division Street, with draws in each of said bridges of sufficient size to leave at least 40 feet of said river clear for navigation, and to erect and maintain one drawbridge over Wetipquin Creek at the point where the ferry is now operated across said creek in Wicomico County. The County Council is authorized and empowered to enter into a contract with the City of Salisbury for the purpose of transferring the ownership and future maintenance of the drawbridges located across the Wicomico River at Camden Street and Division Street to the City of Salisbury, the contract to provide that all future construction and maintenance work on the bridges shall be at the expense of the city. The County Council is further authorized and empowered to pay unto the City of Salisbury such sum of money as may be provided by the contract in consideration for the city taking title to the bridges. The County Council is authorized to raise the money needed to fulfill said contract by levying an ad valorem tax upon the property in Wicomico County, Maryland, subject to taxation by the County Council of the county, sufficient to pay the sum to the City of Salisbury, and said money may be raised over such period of time as may be agreed upon in the contract.

The County Council of Wicomico County is hereby authorized and empowered to advertise, in such newspapers as it deems best, for bids to erect such bridges as may be necessary to carry out the requirements of ยงยงย 9-1 and 9-2. Said bridges may be either pivot or lift. Bids shall be accompanied by plans and specifications. Said Council shall have the right to reject any or all bids received by it. In case all bids are rejected, said County Council may contract, without further advertising, for erection of said bridges.
