A. 
It is hereby found and determined that insanitary and unsafe inhabited dwelling accommodations exist in the County of Wicomico.
B. 
It is hereby found and determined that there is a shortage of safe and sanitary dwelling accommodations in the county available to families of low income at rentals they can afford.
C. 
Pursuant to the Housing Authorities Law, as amended, it is hereby found and declared that there is need for a Housing Authority to function in the County of Wicomico, Maryland.[2]

"WHEREAS, there exist in the County of Wicomico insanitary or unsafe dwelling accommodations and persons of low income are forced to reside in such unsanitary or unsafe accommodations; and in the county there is a shortage of safe or sanitary dwelling accommodations available at rents which persons of low income can afford and such persons are forced to occupy overcrowded and congested dwelling accommodations; and the aforesaid conditions cause an increase in and spread of disease and crime and constitute a menace to the health, safety, morals and welfare of the residents of the County and impair economic values; and those conditions necessitate excessive and disproportionate expenditures of public funds for crime prevention and punishment, public health and safety, fire and accident protection and other public services and facilities; and
"WHEREAS, these slum areas in the county cannot be cleared, nor can the shortage of safe and sanitary dwellings for persons of low income be relieved, through the operation of private enterprise, and the construction of housing projects for persons of low income (as defined in the Housing Authorities Law, as amended) would therefore not be competitive with private enterprise; and
"WHEREAS, the clearance, replanning and reconstruction of the areas in which insanitary or unsafe housing conditions exist and the providing of safe and sanitary dwelling accommodations by any public body for persons of low income are public uses and purposes for which public money may be spent and private property acquired and are governmental functions;
"NOW, THEREFORE, BE IT RESOLVED BY THE COUNTY COUNCIL OF WICOMICO COUNTY, MD:..."
The name of said Housing Authority shall be the "Wicomico County Housing Authority."
The following persons be and hereby are appointed as Commissioners of the Wicomico County Housing Authority to serve from the 21st day of September 1965 for a number of years set forth opposite their respective names:

Raymond S. Smethurst, Jr., one year.
B. 
Charles H. Mack, two years.
C. 
Ralph O. Dulany, three years.
D. 
James Leonard, four years.
E. 
Jesse M. Parker, five years.
Mr. Ralph O. Dulany is hereby designated as the first Chairman of the Authority.
