A. 
Whenever the Department of Public Works shall determine that parking on the streets of a particular area in which residential uses are permitted should be restricted to permit holders, it shall designate such areas as permit parking areas and prohibit non-permit parking during such days and times as it determines appropriate.

B. 
The Department of Public Works shall cause appropriate signs to be posted on those streets in any designated area giving notice of the parking prohibition.
The Department of Public Works is authorized to issue parking permits upon application.
A. 
An application for a parking permit shall be made to the Department of Public Works and shall include:
(1) 
The name and residential address of the owner of each vehicle to receive a residential parking permit;
(2) 
The principal operator, make, model, license plate number and registration number of each vehicle to receive a residential parking permit; and
(3) 
The signature of the applicant for the parking permit.
B. 
The applicant shall demonstrate proof of residency and motor vehicle ownership in a manner determined by the Director of the Department of Public Works.
A. 
No more than one parking permit shall be issued for each vehicle described in the application.
B. 
One parking permit shall be issued for each vehicle owned by residents of the designated area and described in the application.
C. 
Upon a showing that the parking restriction creates a hardship or is impractical as applied to the applicant, the Department of Public Works may issue parking permits to persons who are not residents of the designated area.
D. 
Parking permits issued pursuant to this section shall be valid for a period of one year.
A. 
Parking permits for a stated period not exceeding one year may be issued to persons who do business with a resident of the designated area.
B. 
Upon application by a resident of the designated area, two parking permits for a stated period not exceeding 30 days may be issued for use by persons who are visiting the resident.
C. 
Upon application of any resident of the designated area, the Director of the Department of Public Works may issue permits to be valid for one day:
(1) 
Upon an adequate showing by the resident that, during the hours for which the permits are to be issued, the residence will be used in a way consistent with its residential character and other provisions of law, and that visitors to the residence would not be able to park without violating the law; and
(2) 
If the Director shall find that the issuance of the permits will not unduly impair traffic safety during the time of their validity, the Department shall issue such permits and may limit the streets or portions of streets on which they shall be valid.
A parking permit shall be displayed from the rear view mirror of the vehicle, so as to be clearly visible from the front of the vehicle.
Any person holding a permit issued under this article shall surrender it to the Director of the Department of Public Works when any of the representations made in connection with the issuance of the permit cease to be true.
No person shall make a false statement in connection with an application for a parking permit or park a vehicle displaying a parking permit at any time when he is not entitled to hold the permit.
Any person who violates the provisions of this article is guilty of a civil infraction and shall be subject to a fine of not less than $25 nor more than $1,000.
The provisions of this article shall not apply to service or delivery vehicles which are being used to provide service or make deliveries to dwellings in the designated area.
If any provision of this chapter or the application thereof to any person or entity or circumstances is held invalid by a court of competent jurisdiction, the remainder of this chapter and the application of such provisions to persons or entities or circumstances other than those as to which it is held invalid shall not be affected thereby. The powers conferred by this chapter shall be in addition and supplemental to the powers conferred by any other law.
