There is hereby continued in the City of Franklin a Conservation Commission
pursuant to the provisions of RSA 36A. This Commission shall consist of seven
members serving without pay, who shall be appointed by the Mayor of the City
of Franklin. Vacancies of this Commission occurring otherwise than by expiration
of term shall be filled by the Mayor at a regular monthly Council meeting.
Annually the members of this Commission shall meet and elect one of
their members as Chairperson, one as Treasurer and one as Recording Secretary.
A.Â
Said Conservation Commission is organized for the purpose
as set forth in RSA 36A, namely to study, promote and develop for better use
the natural resources of the City of Franklin.
B.Â
The Commission may receive gifts of money and property,
both real and personal, in the name of the City of Franklin, subject to the
approval of the City Council, such gifts to be managed and controlled by the
Commission for the purpose as set forth in RSA 36A.
C.Â
The Commission is authorized hereby to establish a conservation
fund. All money appropriated and credited to said fund shall accumulate from
year to year unless otherwise ordered by vote of the City Council. Money from
said fund may be expended for the purposes as set forth in RSA 36A.
The Conservation Commission shall submit annually to the City Council
a budget for its approval and shall make a full and complete annual report
to the City Council.
