No person, company or corporation shall unreasonably cause, suffer or allow dense smoke, cinders, dust, gas, steam or offensive odors to escape or be discharged from any building, vessel, stationary or locomotive engine, place or premises within the City of Franklin, New Hampshire, to the detriment or annoyance of any person in said city.
