It shall be unlawful for any person to ride on or propel any wheeled skates or skateboard on any sidewalk, street or public way within the City of Franklin as hereinafter delineated:
A. 
Central Street.
B. 
School Street.
C. 
Prospect Street from School Street to Central Street.
D. 
North and South Main Streets.
E. 
Sanborn Street from Woodrow Avenue to Central Street.
F. 
Cheney Street to West Bow Street.
G. 
Aiken Avenue.
No person shall ride on or propel any wheeled skates or skateboard on any other sidewalk, street or public way within the City of Franklin except pursuant to the following regulations:
A. 
No wheeled skates or skateboard shall be used to carry more persons at one time than the number for which it was designed and equipped.
B. 
No person shall ride on or propel any wheeled skates or skateboard on any sidewalk or street or public way except as near to the right-hand side of the roadway or sidewalk as is practicable. Such person shall exercise due care in passing any standing vehicle.
C. 
A person shall not ride on any sidewalk, street or public way except in single file and shall remain a safe distance behind any preceding motor vehicle.
D. 
No person shall attach or connect to or be towed or in any way be propelled by any vehicle upon a sidewalk, street or public way.
E. 
All persons shall obey the rules of the road and, when upon a sidewalk, shall give the right-of-way to all pedestrians on such sidewalk.
F. 
No persons shall operate, ride on or propel any wheeled skates or skateboard on any sidewalk, street or public way at a speed greater than is reasonable and prudent under the conditions then existing or in such a manner or way as might endanger the person or property of others.
G. 
No persons shall ride on or propel any wheeled skates or skateboard on any sidewalk, street or public way within the City of Franklin except between 1/2 hour after sunrise and 1/2 hour before sunset.
A. 
Any person who violates any of the provisions of this chapter shall be guilty of a violation not to exceed a penalty of $100. Such person shall be deemed to be guilty of a separate offense for each and every day during any portion of which any violation of this chapter is committed, continued or permitted by such person and shall be punishable therefor as provided therein.
B. 
If any police officer of the City of Franklin has reasonable grounds upon which to base a belief that any person has violated the provisions of this chapter, the Chief of Police or his or her designee shall be empowered to waive the requirement of Subsection A and in its place impound that person's wheeled skates and/or skateboard for a period not to exceed seven days for the first offense, 14 days for the second offense, 21 days for the third offense and 30 days for all other offenses; provided, however, that any person whose wheeled skates and/or skateboard is taken under this provision shall have a right, at his or her option, to have the matter of violation determined by the Franklin District Court.
