No person shall put or place or cause to be put or placed any
snow or ice upon the surface of any sidewalk, street, highway or other
public way within the City of Franklin nor shall any person intentionally
cause permit runoff from ice and snow accumulations upon his or her
property to drain into any public way in such a fashion as to create
a hazardous condition.

Any person found guilty of violating this article
shall be fined not less than $100 per violation.
