The purpose of this chapter is to establish the policy and procedures to provide ample protection for the unnecessary entry and/or inspection of owner-occupied detached single- or two-family structures.
A. 
It shall be the duty of the Chief of the Fire Department to implement a systematic inspection program that provides an adequate level of protection within all the adopted codes to all occupancies except for one- and two-family dwellings.
B. 
It is to be clearly understood that a request by a city official to inspect a detached one- or two-family dwelling shall be based upon a reasonable belief that an imminent hazard or substantial unsafe condition does exist and not part of a systematic inspection program.
C. 
Any entry into a single- or two-family dwelling would only occur after due process with strict adherence to constitutional law.
