This chapter is hereby adopted to provide for the administration of the license and permit requirements contained in various ordinances of the City of Hackensack and to establish consistent and efficient procedures for the handling of all details relating to such licenses and permits.
As used in this chapter, the following terms shall have the meanings indicated:
ADDRESS
The correct address, as used by the post office for the delivery of mail, to which registered mail may be sent and at which official notices and legal processes may be served.
A. 
In the case of partnerships, associations, organizations and corporations, such "address" shall be the official business address.
B. 
In the case of individuals, such "address" shall be the legal residence or official business, as applicable.
APPROVING AUTHORITY
The officer or agency responsible for inspections and/or the enforcement of ordinances and regulations pertaining to the business, trade, occupation or activity for which a license or permit is sought, or such officer or agency as may be designated by ordinance.
LICENSING AUTHORITY
The City Clerk or such other City official as may be designated by the City Council by ordinance.
REVOCATION
The permanent withdrawal of the right or privilege granted under a license or permit previously issued.
SUSPENSION
The temporary withdrawal, for a specified period, of the right or privilege granted under a license or permit previously issued.
A. 
The provisions of this chapter and the procedures established herein shall apply to all licenses and permits required by ordinances of the City or by codes adopted by such ordinances, except where specific provisions may be set forth elsewhere for certain licenses or permits.
B. 
It shall be unlawful for any person to conduct, engage in or carry on any business, trade, occupation or activity for which a license or permit is required without having complied with the provisions of this chapter and without having obtained a license or permit as provided.
C. 
This chapter shall not apply to those persons or organizations which may elsewhere be specifically exempted from having to obtain a particular license or permit or from having to comply with certain application or licensing requirements.
