It shall be unlawful for any person or corporations to own, keep, harbor, or have the custody or possession of any dog over six months old within the Borough of Haddonfield without having such dog registered, numbered, and licensed in the manner herein provided.
Application for the registration, numbering, and licensing of a dog shall be made to the Clerk of the said Borough. The applicant shall show proof that the dog has been inoculated or vaccinated against rabies, indicating the date of the last such inoculation or vaccination, the name and address of the veterinarian making the last inoculation or vaccination. The applicant shall be required to provide information required by the Borough necessary to identify the applicant and the dog to be licensed.

Fees for dog licensing shall be as follows:
A.ย 
Annual license fee. An annual license fee of $21 consisting of the following:

(1)ย 
To be retained by the Borough: $19.80.
(2)ย 
To be sent to the State of New Jersey: $1.
(3)ย 
To be sent to the State of New Jersey for the Pilot Clinic Fund: $0.20.
(4)ย 
An additional fee of $3 will be charged for those dogs not spayed or neutered. This additional fee is to be sent to the State of New Jersey and designated for the Animal Population Control Fund. Owners presenting a statement signed by a veterinarian or a notarized statement signed personally certifying that their dog has been sterilized are exempt from this fee.

B.ย 
A late charge, to be retained by the Borough, for a license application and payment made after the expiration of a license issued for the previous calendar year, as follows:
(1)ย 
On the first business day in February through the last business day in April: $5.
(2)ย 
On first business day in May and thereafter: $10.
C.ย 
A charge of $1 to be retained by the Borough for the issuance of a replacement license tag in the event the originally issued tag is lost.
D.ย 
No fee shall be required for the licenses for dogs used as Seeing Eye dogs, dogs used to assist handicapped persons and commonly known as โ€œservice dogsโ€ and dogs used to assist deaf persons and commonly known as โ€œhearing earโ€ dogs.
The Clerk shall have the authority to issue to the applicant a license upon the appropriate fees required in ยงย 69-19 above, for the calendar year stated in the application and to deliver to such applicant a tag stating the registration number and the calendar year for which the license is effective and the name of this municipality. Such license shall not be transferable. Every license shall expire January 31 following the end of the calendar year for which it is issued.

No person shall keep, harbor or own a dog or other domestic animal that barks, howls, cries, growls or makes other such noises repeatedly, frequently and/or over a long period of time so as to disturb the peace, quiet, comfort and/or repose of another person. Such noises are presumed to have occurred repeatedly, frequently and/or over a long period of time if such noises persist over a time period of 15 minutes or longer.
Violations of the provisions of this article shall be punishable as provided in Chapter 1, General Provisions, ยงย 1-14.
