No person, firm or corporation shall sell and/or deliver alcoholic beverages permitted by law, or conduct, maintain or operate an establishment or place in which such beverages are sold or consumed on the premises or given without charge as a premium, within the limits of the Borough of Haledon, without first obtaining a license therefor.
Applications for such license shall be made in writing to the Council of the Borough of Haledon and shall show the name and address of the applicant and, if an establishment or place is to be conducted, the location of such premises and such other information as the Council may desire pertaining to said business or the applicant.

The Council, upon receipt of an application, may make an investigation as to the applicant and, if an establishment or place is to be conducted, may make an investigation as to the premises for which the license is sought.
Said license shall be for a period of one year and, at the expiration thereof, may be renewed by the Borough Clerk unless otherwise directed by the Council.
Said license shall state the name of the person, firm or corporation to whom it is issued, and if an establishment or place is to be conducted, it shall also state the premises for which it is issued, and said license is to be kept conspicuously displayed in the establishment or place at all times and such license shall not be transferable.
No license shall be issued to a person who is not a citizen of the United States.
Said premises shall be open at all reasonable hours for inspection by representatives of the Council or members of the Board of Health or by members of the Police Department.[1]

Any person, firm or corporation violating any of the provisions of this article shall, upon conviction thereof, be punished by a fine not exceeding $500 or imprisonment in the county jail of the County of Passaic for a period not exceeding 90 days, or both, and the license of such person, firm or corporation, upon conviction as aforesaid, may be revoked by said Council.
This article shall not apply to deliveries of alcoholic beverages permitted by law to establishments or places in which such beverages are sold or consumed upon the premises.
