The owner or tenant of lands abutting or bordering on the sidewalks of a public street in the municipality shall remove or cause to be removed snow and ice from the sidewalk area in front of or bordering his lands within 24 hours after the snow falls or the ice forms thereon. Said snow and ice shall be removed so that an unobstructed portion of the sidewalk area is open to a width of at least 36 inches.

The owner or tenant of lands abutting or bordering on the sidewalks of a public street in the municipality shall remove or cause to be removed any vegetation, brush or tree growth where the same is growing in, on or over said sidewalk area or where the same obstructs in any manner said sidewalk area within three days after notice to remove the same. Said notice shall be given or caused to be given by the Housing Maintenance Officer of the Borough of Haledon.

A. 
It shall be unlawful for the operator of a motor vehicle to park on a public sidewalk.
B. 
It shall be unlawful for the owner of a motor vehicle to permit an operator of that motor vehicle to park on a public sidewalk.
C. 
It shall be unlawful for an owner or tenant of property fronting on a street to permit the operator of a motor vehicle to park on a public sidewalk in front of the said property.
D. 
The provisions of this section shall also apply to any sidewalk area that is used as a place for pedestrian passage, even if it has not been improved by a paved surface.
E. 
In the event that a summons is issued to the owner of the vehicle pursuant to this section and said owner contends that he/she did not violate this section, he/she shall advise the police of the name and address of the person who had possession of the vehicle at the time of the offense.
F. 
Each violation of the section shall constitute a separate offense.

When removing snow, ice, vegetation, brush or tree growth, no person shall place, deposit or throw the same or cause the placing, depositing or throwing of the same into or upon any roadway in the Borough of Haledon.

When an owner or tenant shall fail or refuse to remove said snow, ice, vegetation, brush or tree growth within the time provided in this article, the Housing Maintenance Officer shall remove or cause to have the same be removed from the streets, roadway or sidewalks of the Borough of Haledon.

The Housing Maintenance Officer shall certify the costs of removal performed in accordance with this article to the Council. Upon receipt of the certification, the Council shall examine the same and, if found to be satisfactory, shall cause such costs to be charged against the lands abutting such sidewalk, and the amount so charged shall thereupon become a lien upon the property. Said amount shall bear interest at the same rate and shall be collected and enforced as provided by law.

New construction of any residence, business, commercial or industrial properties shall require the installation of sidewalks according to the specifications and requirements of the Code of the Borough of Haledon.
