To effect the purposes of this chapter, the Borough of Haledon is hereby divided into the following use districts or zones:

The location and boundaries of the designated use districts or zones are hereby established on the Zoning Map of the Borough of Haledon, entitled "Zoning Map, Borough of Haledon, Passaic County, New Jersey," dated February 24, 2010, with notations through March 22, 2010, and signed by the Mayor and Borough Clerk, which map accompanies and is hereby declared to be a part of this chapter[1] and is incorporated herein by reference thereto; provided, however, that the use of this map shall be confined to zoning purposes only and no streets, roads or rights-of-way thereon shown shall be considered a public street, road or right-of-way unless the same are regularly dedicated and accepted in accordance with any ordinance or statute in such case made and provided.

The boundaries, areas and classifications of each of the designated use districts or zones are hereby established as shown on a map entitled "Zoning Map, Borough of Haledon, Passaic County, New Jersey," dated February 24, 2010, with notations through March 22, 2010, which map accompanies and is hereby declared to be a part of this chapter and is incorporated herein by reference thereto.

B. 
Zone boundary lines. Unless otherwise specifically provided, where any lot is divided by a zone boundary with more than 50% of said lot falling within the zone shown on the front portion of said lot, then, for purposes of said lot, the zone boundary shall be considered an imaginary line extending from the lot lines of adjacent lots in the same zone. The zone boundary lines are intended generally to follow street lines, existing lot lines or the mean water level of streams or ponds as indicated on the Building Zone Map.
C. 
Determination of doubtful lines. In any case of uncertainty or disagreement as to the true location of any zone boundary line, the determination thereof shall lie with the Zoning Board, which shall hear and decide all questions of interpretation of the Zoning Map in the same manner and under the same procedures, including notice and public hearing, as applicable in cases of other hearings within the jurisdiction of the Zoning Board.
